The Division of Behavioral Health is seeking an Intermediate Accountant for Central Office domiciled in Jefferson City, Missouri. This position reports to the DBH Director of Budget.
The base salary offered for this position is up to $67,308.00 annually, commensurate with education and experience. If the selected candidate is eligible for a pay differential, such as retention pay, the total salary may exceed what is listed in this posting.
Responsibilities: - Coordinate and respond to all fiscal notes for the division in MO Legislative Information System (MOLIS)
- Coordinate responses with executive staff
- Analyze legislation and develop estimates of fiscal impact
- Develop and write statements of fiscal impact
- Track all fiscal notes processed
- Monitor, analyze, and assist in the development of the division budget
- Project division expenditures and develop estimates for budget proposals
- Review and update budget forms for each budget cycle
- Assemble fiscal and statistical data for use in budgetary and program evaluations and budget hearings
- Maintain files of budgetary information
- Update budget tracking documents, as needed per budget cycle
- Assist DBH Director of Budget as needed to answer budget inquiries from external stakeholders
- Review and approve Substance Awareness Traffic Offender Program (SATOP) letters for late payments.
- Provide oversight to ensure all SATOP fees are collected.
- Assist with state-operated facility financials and reporting
- Work with the Director of Facility Financial Operations to track and analyze facility spend
- Assist with managing appropriation spend for facilities
- Coordinate and track the processing of training invoices
- Work with division policy staff on necessary trainings
- Work with council staff on getting trainings added based on division’s needs
- Review monthly invoices, then approve for processing
- Review and approve all division expenses and equipment (E&E) requests
- Track and analyze E&E utilization and assist with projections
- Review and approve all SAMII and/or MOVERS payments
Knowledge, Skills & Abilities: - Experience using a Microsoft Windows Operating System, including proficiency with Microsoft Excel.
- Experience with the State fiscal note process and the MO Legislative Information System (MOLIS) is preferred.
- Experience with the legislative process for appropriation and policy bills is preferred.
- Experience with the State budget system (MoBGT) is preferred.
- Ability to analyze financials and alert management of outliers.
- A bachelor’s in finance; a degree related to the job duties of the position; or 3-5 years of government financial experience.
