The Family Support Division, Office of Workforce and Community Initiatives is seeking applications for the position of Program Specialist. This role supports Missouri’s MAGI Medicaid eligibility operations, including the contracted Call Center and Processing Center, and serves as a critical liaison between program operations, IT partners, and external vendor teams. This position will be located in the OWCI Office at 3705 MO Blvd, Jefferson City, MO.
Essential Duties and Responsibilities: - Interpret MAGI eligibility rules and ensure alignment with federal/state requirements.
- Identify policy and system changes impacting MAGI operations and translate these into clear workflow and operational requirements.
- Recommend improvements to optimize MAGI processes and reduce error rates.
- Support contractors in meeting operational standards, performance expectations, and contractual requirements.
- Analyze contractor reporting and verify program integrity.
- Monitor and communicate error trends, performance issues, and workflow bottlenecks.
- Document and track system and IT issues.
- Analyze system and program information to identify trends, defects, and operational improvement opportunities.
- Collaborate with additional teams to design and refine dashboards and reporting tools.
- Validate dashboard outputs within contract requirements.
- Assist with audit responses, legislative inquiries, and leadership briefings.
- Prepare clear documentation and communication related to MAGI system changes, processes, and performance.
- Other duties as assigned.
Two or more years of experience in a professional or technical role involving Medicaid, eligibility systems, IT collaboration, project management, analytics, or similar fields.
ORA Bachelor's degree from an accredited college or university:
and, four or more years of professional experience providing social services; or experience in Public Administration, Information Systems, Social or Behavioral Sciences, or related field.
Preferred Experience: - MEDES and FAMIS experience
- Experience identifying and documenting system issues, validating system logic, or participating in system testing activities.
- Experience partnering with ITor system development teams to translate business needs into technical requirements.
- Familiarity with visualization tools (e.g., Power BI, Tableau, Excel PowerQuery) or reporting dashboards.
- Experience evaluating vendor performance, interpreting contractual metrics, or supporting quality assurance processes
- Strong organizational skills with the ability to manage concurrent workflows in a fast-paced environment
