DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS - Plan, supervise and coordinate investigative and compliance work.
- Manage inspection and investigation of wastewater treatment facilities.
- Provide regulatory expertise to the City's Wastewater Operations and the Wastewater Laboratory.
- Coordinate the issuance and renewal of TPDES and Title V permits, including completion of permit
applications and review of draft permits. - Ensure accurate and timely reporting to regulatory agencies and meet all deadlines required
under the regulatory permits. - Track compliance for Title V, New Source Review and Greenhouse Gas to maintain timely submittals
- Review and interpret laboratory data reports, including biomonitoring reports and identify the
causes of any failures. - Identify and report noncompliance, including monthly discharge monitoring, permit non-compliances
and unauthorized discharges in accordance with the City of Houston wastewater discharge permit
requirements. - Determine compliance with various environmental regulatory requirements.
- Develop the skills and competencies of subordinates through training and development activities
related to current or future jobs. - Build a cooperative work team with a safe and productive environment.
- The ideal candidate is someone who can work independently, managing their own schedule to meet
program's goals. - The candidate will also need great technical and communication skills to be able to directly
communicate with regulatory agencies and the public. - Attend conferences and professional meetings.
WORKING CONDITIONS The position routinely requires lifting of moderately heavy items, such as typewriters or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.
This is a Department of Public Works & Engineering Emergency Management position at the Tier II Level. MINIMUM REQUIREMENTS EDUCATIONAL REQUIREMENTS Requires a Bachelor’s degree in Chemistry, Biology, Environmental Health Engineering or a closely related degree.
EXPERIENCE REQUIREMENTS Four years of pollution/environmental control experience is required.
LICENSE REQUIREMENTS None.
PREFERENCESPreference will be given to applicants with working knowledge of: TPDES permitting rules and regulations; Discharge compliance reporting; Investigative experience, TCEQ background knowledge, Title V Air and New Source Review permitting and compliance reporting; WWTP Storm Water
Program and MS4; Laboratory data management and interpretation; and regulatory agency experience.
