    This position will be located at the St. Louis Regional Office at 1390 Timberlake Manor Parkway, 2nd Floor, Chesterfield, MO 63017.

    • You will oversee the environmental compliance of regulated entities by supervising and conducting inspections and investigations of a wide range of solid waste facilities. This will include solid waste management operations, at residential and commercial sites, landfills, transfer stations, waste processing facilities, scrap tire collection centers, and permitted scrap tire haulers and processors.
    • You will manage and supervise a group of environmental analysts and assistants by offering technical guidance, delegating tasks, performing performance reviews, and administering disciplinary actions.
    • You will assist with permitting and enforcement activities for the solid waste management program, including assisting in the processing of permits and the preparation of enforcement cases.
    • You will provide technical guidance for a range of internal and external partners on various environmental issues related to solid waste and scrap tire management.
    • You will contribute to fiscal management, by assisting in preparing and managing the unit's budgets to ensure efficient resource use and expenditure control.
    • You will be tasked with data management and reporting obligations, which will include collating statistics, compiling reports, and submitting data and metrics to meet organizational, state and federal deadlines.
    • You will develop and maintain strategic plans to ensure unit goals are consistently met.
    • You will coordinate and conduct staff training, ensuring the team remained current on federal and state regulations and best practices.
    • You will be responsible for fostering inter-agency and private sector coordination, communicating and coordinating with both internal and external partners to provide necessary support and guidance.
    • You will manage and coordinate special assignments as directed by management.
    • Note: This position will require frequent driving within a nine-county regional office boundary.


    This position is required to obtain and maintain operator certifications for solid waste management. If you do not currently possess these certifications, you will be given six months to obtain the first one and another six months to obtain the second certification.

    To be successful in this position, a candidate will need the following skills:

    • Oral Communication : Expresses information (for example, ideas or facts) to individuals or groups effectively, consider the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    • Problem Solving : Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations.
    • Teamwork : Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals


    Equivalent to those typically gained by:

    • A Bachelor’s degree in an applicable discipline and 4-6 years of relevant experience. (Additional education or experience may substitute for the required education or experience)
    • Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
