DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Provides general supervision and coordination of real estate activities involving the disposition of City property interests, encroachments, leases, and acquisitions of land and/or property rights for public and private projects.
RESPONSIBILITIES: • Provides general supervision and coordination of real estate activities involving the acquisition of land and/or property rights for public and private projects.
• Develops and reviews offer packages, counteroffers; negotiates with property owners and their representatives; prepares correspondence associated with requested acquisition and condemnation packages
• Prepares routine and non-routine reports, maintains and updates database tracking system and files for assigned parcels and projects;
• Coordinates with City engineers and project managers, the Legal Department, and other departments as necessary to process disposition or acquisition transactions.
• Responds to complaints or inquiries from property owners, City officials, or outside agencies regarding pending real estate transactions involving the City of Houston’s property interests.
• Drafts and processes correspondence and Requests for Council Action (RCA) for real estate transactions and other documents.
• Handles title curative issues and works closely with title companies to ensure that projects are closed according to schedule.
• Evaluates, reviews, and monitors real estate files on all active projects, including field notes, appraisals, legal documents, and other pertinent information.
• May serve as team lead over lower level real estate staff; serves as project manager coordinating project activities and handles more complex real estate assignments.
• Coordinates relocation assistance services for property owners displaced because of parcel acquisitions for CIP and federally funded projects.
• Must understand basic and complex real estate principles and terminology.
• Operates vehicle to and from various real estate sites.
WORKING CONDITIONS The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions.
This is a Department of Houston Public Works Management position at the Tier III Level. MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Real Estate, Business Administration, Public Administration or a closely related field.
EXPERIENCE REQUIREMENTS Four (4) years of professional experience in real estate activities, design or a closely related experience are required.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis.
LICENSE REQUIREMENTS None.
PREFERENCES**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**GENERAL INFORMATION SELECTION/SKILLS TESTS REQUIRED None
