Fiscal and Grants Specialist to join our small but dedicated team. The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
- Program Revenue Management

- Assist in preparing financial requirements for new funding requests and applications
- Expenditure tracking, monitoring and reporting for all revenue allocated to early childhood home visiting
- Payment requests for federal grants received and funding partnership with MO HealthNet Managed Care Organizations
- Ensure compliance with state and federal requirements for all revenue allocated to early childhood home visiting including, but not limited to, general revenue and federal grants
- CTF Grants and Contracts Management

- Assist program team in developing and enforcing financial policies, procedures and requirements related to CTF grants and contracts
- Monitor spending for assigned grants and contracts and address concerns as needed to prevent loss of funding
- Payment processing for assigned grants and contracts including, but not limited to, early childhood home visiting programs funded through MO HealthNet Managed Care Organizations for which CTF is a fiscal intermediary
- General grant and contract management, as assigned
- Fiscal and Procurement Systems

- Provide payment processing backup support for agency fiscal operations
- Utilize Missouri state financial systems including SAMII, MissouriBUYS, and MOVERS to process payments, manage contracts, and support fiscal operations
- Collaborate with internal and external partners to ensure procurement and fiscal practices align with state and agency policies
Minimum Qualifications - Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
- Minimum of 3-5 years of progressive experience in fiscal management, preferably with federal or state grants.
- Demonstrated knowledge of:
- Federal grant management and compliance regulations.
- Budget development and monitoring principles.
- State fiscal procedures and reporting requirements.
- Experience with SAMII, MissouriBUYS, and MOVERS systems preferred.
- Proficiency with Microsoft Excel and other financial management tools.
- Strong analytical and/or financial acumen skills, organizational, exceptional attention to detail, and ability to communicate complex fiscal information clearly.
- Ability to work independently, manage multiple priorities, and maintain a high level of accuracy.
