The San Bernardino County Department of Behavioral Health (DBH) invites qualified professionals to apply for the position of Behavioral Health Senior Program Manager within the Youth Collaborative and Justice Involved Services (YCJIS) division. Incumbents report directly to a Department of Behavioral Health Deputy Director and assist in the oversight of all programs within YCJIS. YCJIS specializes in the implementation and management of programs that deliver Specialty Mental Health Services (SMHS) to system-involved children and youth. YCJIS is composed of two sub-divisions: Juvenile Justice Programs (JJP) and Children and Youth Collaborative Services (CYCS).

There are two Behavioral Health Senior Program Managers within YCJIS, each with a primary focus on either JJP or CYCS; however, there is overlap of assignments. Staff in either position will support the management of all programs within YCJIS and function closely with the Executive Team to provide input and assist with implementation of department policies and procedures.

Juvenile Justice Programs (JJP) serve children and youth involved with Probation. This includes three (3) in-custody programs and two (2) out-of-custody programs with a total of approximately 75 staff, including three (3) managers and seven (7) clinic supervisors.

Children and Youth Collaborative Services (CYCS) serve system involved children and youth. This includes twelve (12) contracted clinical programs implemented through seventy-two (72) Community Based Organizations at 186 clinical sites. Additionally, CYCS has six (6) distinct internal units with approximately eighty (80) staff, including three (3) managers and five (5) clinic supervisors.

Additionally, these positions will oversee coordination of services in conjunction with Probation and/or Children and Family Services (CFS) while implementing state mandates. Incumbents are responsible for the following:

• Oversee daily administrative and clinical operations, ensuring compliance with federal, state, county, and department standards and other applicable regulatory requirements (e.g., National Commission on Correctional Health Care)
• Ensure Department of Health Care Services (DHCS) contract requirements are met
• Oversee two (2) Mental Health Program Manager II's and one (1) Mental Health Program Manager I and their corresponding teams
• Oversee and review processes from various agencies, including, but not limited to the Department of Health Care Services (DHCS)
• Develop and implement strategic plans and projects in collaboration with our partner agencies
• Manage staff performance, providing guidance, training, and support to clinical and administrative personnel within the division
• Collaborate with Probation and/or CFS in regard to the implementation, monitoring, and modification of jointly implemented programs
• Fill in for Deputy Director at high level meetings, making decisions based on good judgment and best practice
• Utilize information at the state level to proactively anticipate departmental needs
• Plan for and lead department initiatives while thinking outside the box and optimizing efficiency
• Additionally, staff this position is expected to be a subject matter expert regarding mandates and initiatives related to the system involved children and youth

The Department of Behavioral Health (DBH) is responsible for providing mental health and substance use disorder services to county residents who are experiencing major mental illness or substance abuse related issues. DBH provides mental health and substance use disorder prevention and treatment services to all age groups, with a primary emphasis on treating children/youth who may be seriously emotionally disturbed, adults who are experiencing a serious and persistent mental illness, and individuals who are experiencing substance use disorders. CONDITIONS OF EMPLOYMENT

Minimum Requirements

Applicants must meet BOTH the education and experience requirements:

EDUCATION: A completed master’s degree or doctorate degree obtained from an accredited institution in behavioral science/ behavioral health, social work, counseling, psychology, public health administration, business/public administration, hospital/healthcare administration or closely related field of study.

-- AND--

EXPERIENCE: Two (2) years of full-time management experience working in the Behavioral Health field including management of teams that include multiple disciplines. Qualifying experience must include a minimum of one (1) year of full time experience as second-level supervision (managing through subordinate supervisors and/or managers) in personnel administration, operations, budget/fiscal administration, contract development, procurement and/or data analysis and management in complex systems of care, including policy implications.

Note: Qualifying degree or coursework must have been completed at a college or university accredited by an accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied by an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

• Methods and techniques used in conflict management and negotiation
