    Financial Monitoring Specialist

    Community Solutions Division - Community Development Block Grant (CDBG) Program

    Harry S Truman Building - 301 W. High Street, Jefferson City, MO

    ANNUAL SALARY : $42,000 - $55,000 (based upon credentials)

    The salary indicated represents a base pay rate. If the individual selected is eligible for a pay differential (e.g., years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

    The DED Community Development Block Grant Program (CDBG) is seeking a talented team member who is passionate about serving communities, innovative in their approach to community development, experienced in federal grant compliance, and knowledgeable in housing developments. This is a mid-level professional position that will evaluate existing or potential economic projects in the state for financial risk and collaborate with Compliance Specialists to determine the level of monitoring during the award.

    The CDBG Program administers over $100 million in federal funding from the U.S. Department of Housing and Urban Development (HUD) to serve communities, targeting three national objectives:

    • Benefit to low- to moderate- income (LMI) persons;
    • Aid in the prevention or elimination of slums or blight; and
    • Meet an urgent need


    • Accumulate and maintain a list of all entities and organizations involved in HUD CDBG projects that will need to be monitored.
    • Perform risk assessments on all subrecipients of HUD CDBG funded projects.
    • Obtain Financial Statements, audits, and single audits (if applicable) for all subrecipients of HUD CDBG funded projects.
    • Forward high risk subrecipient documentation to the Chief Financial Officer for management decisions.
    • Send communications to subrecipients informing them of their risk status and any additional monitoring required (if applicable).
    • Update subrecipient monitoring process for each active subrecipient on an annual (12-month) basis.
    • Collaborate with Compliance Specialists for HUD programmatic monitoring for each project.
    • Coordinate site visit schedule for Compliance Specialists so they visit each of their projects at least 2 times per year.
    • Coordinate the monitoring function with the internal auditor as necessary to minimize waste, fraud, and abuse related to HUD CDBG projects.
    • Maintain high level of understanding and knowledge in HUD regulations, federal laws, federal notices, state laws, state grant agreements, and special conditions to financial management.
    • Provide technical assistance (TA) and training to internal and external constituencies as necessary and/or requested.
    • Maintain and prepare project records for future audit by third parties (internal auditor, HUD CPD, OIG).
    • Assist Financial Analysts with review of indirect cost rate proposals and/or cost allocation plans.
    • Assist with ensuring documents used by staff are standardized, properly documented, recorded, and auditable.
    • Perform FFATA Reporting.
    • Monitor administratively closed projects for subsequent audits and fully close awards once audits are received and reviewed.
    • Request ROFA from new subrecipients.
    • Monitor active awards for annual ROFA submissions and follow-up.
    • Coordinate Financial Management Training with internal and external constituencies.
    • Assist in developing standard operating procedures for financial management.
    • Assist with preparation of CAPER.
    • Performs other related work as assigned.


    Qualifications and Competencies:

    • B achelor’s degree from an accredited college or university with a major in Finance, Accounting, Marketing, Economics, Business or Public Administration, or a closely related field. Professional experience in these areas may substitute for education on a year for year basis.

    • Ability to exercise a high degree of initiative and judgment in the performance of assigned responsibilities.

    • Excellent verbal and written communications skills.

    • Federal grant experience, especially prior CDBG, HOME, or low-income housing tax credit experience, a plus, but not required.

    • Successful team participation, with a commitment to collaboration, communication, building knowledge and sharing knowledge as a foundation for daily work.

    • Ability to make arithmetical calculations with speed and accuracy.

    • Considerable knowledge of business math computations, grammar, composition and spelling.

    • Ability to demonstrate regular and reliable attendance.
