    POSITION OVERVIEW

    PURPOSE OF DIVISION
    Airside Operations is responsible for the management of airport activities in secure areas where aircraft operate, such as the airfield, runways, and taxiways. The division is responsible for the functionality and safety of the HOU Air Operations Area (AOA) by maintaining compliance with FAA regulations. This division is required to ensure that HOU airport retains an approved airport operating certificate. Airside Operations monitors stakeholders for compliance with federal regulations as well as the HAS operating instructions. Airside ensures the safe and efficient movement of aircraft and include tasks like aircraft parking and escorting, runway and taxiway inspections, and coordinating emergency responses. Key duties also involve managing ground-based activities, contractor supervision, and ensuring the airfield is free from hazards like debris or wildlife.

    PURPOSE OF POSITION

    The Airside Division Manager is responsible for the safety, security, and efficiency of airfield, including managing daily operations, handling emergencies, and ensuring compliance with aviation regulations. This position is responsible for managing airside functions to include airport operations and tenant area inspections, facilitate emergency exercises, and testing. This position ensures all operations adhere to local, state, and federal regulations, such as those from the FAA. This position responds to Federal Aviation Administration inquires and interacts with the FAA inspectors. Balances airfield requirements and customer service needs with internal and external partners. The Airside Division Manager is responsible for assisting with budget preparation, monitoring expenditures, and recommending corrective actions as needed. This position reports to the Assistant Director of HOU Operations. "Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required."

    The Division Manager job duties include but are not limited to:


    • Manages, Trains develops, counsels and evaluates staff performance.
    • Manage and maintain the Airport Certification Manual to include updating and ensuring compliance of the regulatory documents per 14 CFR Part 139 subpart C.
    • Management of the team responsible for aircraft emergency response.
    • Manage and maintain the Airport Emergency Plan to include updating and ensuring compliance of the regulatory documents per AC 150/5200-31.
    • Assists in the design and implementation of special systems, plans and projects.
    • Establishes policies, procedures, guidelines and project schedules.
    • Researches, reviews and evaluates new data, reports, products and other information.
    • Acts as liaison to other departments, government agencies and private sector.
    • Reviews, evaluates, selects and implements hardware and software products.
    • Assists departments and general public in obtaining and explaining technical and non-technical information.
    • Drafts and reviews proposed contracts, correspondence, letters of agreements and

    • Prepares and presents reports and studies for management.


    WORKING CONDITIONS

    The position requires lifting and moving of moderately heavy items, such as barricades, traffic cones, and equipment (up to 40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are routine discomforts from exposure to heat, cold, moisture/wetness and unpleasant air conditions. The position may involve routine exposure to soiled materials and chemical substances such as aviation fuel and fluids and cleaning solutions. Requires the ability to make coordinated eye/hand movements within fairly fine tolerance and/or calibration demands; or the ability to make closely coordinated eye/hand movements on a patterned response space within moderate tolerance demands.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS

    Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.

    EXPERIENCE REQUIREMENTS

    Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity.

    A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.

    Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

    LICENSE REQUIREMENTS

    Requires a valid Class C Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2).

    PREFERENCES

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

    Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
