    Financial Specialist - Disaster Recovery

    Community Solutions Division - Community Development Block Grant (CDBG) Program

    Harry S Truman Building - 301 W. High Street, Jefferson City, MO

    ANNUAL SALARY : $42,000 - $55,000 (based upon credentials)

    The salary indicated represents a base pay rate. If the individual selected is eligible for a pay differential (e.g., years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

    TRAVEL: 5% day travel, with occasional overnight travel required

    The Community Develop Block Grant (CDBG) is a federal grant program that works towards providing funds to local Missouri municipalities to help improve their communities. We’re looking for a motivated self-starter to analyze financials for the Disaster Recovery and Mitigation programs. You will work collaboratively with the CDBG Finance team to provide funds to our communities to rebuild after natural disasters. If you have the drive to analyze data, create engaging presentations, assess financial statements, and provide assistance to recipients of federal funds, then this job may be for you.

    • Initiate, design, compile, and retrieve data used in statistical analysis and report the information to management and HUD (U.S. Department of Housing and Urban Development)

    • Perform highly specialized work in support of Missouri CDBG-DR (disaster recovery) and CDBG-MIT (mitigation) programs, requiring review of complex fund drawdown requests, data management, and financial reporting systems, including retrieving payment data from the state’s SAMII & MOVERS systems

    • Update and reconcile grant award amounts, drawdown information, and current balances from the Line of Credit Control System (LOCCS) via the DRGR (disaster recovery grant reporting) system and state customer management system (CMS)

    • Manage grants and report grant performance utilizing the federal Disaster Recovery Grant Reporting system

    • Develop and initiate forms and procedures for financial management aspects of grant management

    • Analyze invoices from recipients of grant funds and ensure they comply with regulations under the Uniform Guidance 2 CFR part 200 and make payments

    • Collect and evaluate all QPRs (quarterly performance reports), submit reports to HUD

    • Assist the team’s Financial Analyst with financial reconciliation of state funds with the federal system

    • Develop trainings and presentations on various program policies and procedures

    • Review grant applications for accuracy of financial statements and audit reports to determine fundability

    • Enter remediation plans for DRGR flags, take corrective action, and certify completion

    • Perform monitoring and technical assistance data entry in the DRGR system

    • Maintain quarterly progress of the grants for submission requirements of the CDBG Action Plan to HUD

    • Troubleshoot issues in the DRGR system

    • Perform other related work as assigned

    Qualifications and Competencies:

    • B achelor’s degree from an accredited college or university with a major in Finance, Accounting, Marketing, Economics, Business or Public Administration, or a closely related field. Professional experience in these areas may substitute for education on a year for year basis.

    • Two years of experience in public or private accounting and/or grants management.

    • Ability to analyze, interpret and apply statutes, regulations, agency policies and federal requirements related to grant programs

    • Proficient knowledge of the Microsoft Office software suite

    • Knowledge of SAMII and MOVERS

    • Ability to establish and maintain effective working relationships with other employees, customers, project managers, public officials, federal stakeholders, community and neighborhood organizations, regional planning commissions and the general public.

    • Familiarity with and experience implementing Lean/Six Sigma concepts strongly preferred. Ideal candidate would be open to further developing these skills

    • Ability to make arithmetical calculations with speed and accuracy

    • Considerable knowledge of business math computations, grammar, composition and spelling

    • Ability to demonstrate regular and reliable attendance
