This position is with the Office of Administration Division of Facilities Management, Design, and Construction (OA-FMDC) supporting the Custodial Operations Program within the Contract Services Unit. - Prioritize excellent customer service for a wide and diverse network of internal and external stakeholders, including but not limited to internal teams, state agencies, state officials, contractors, vendors, and the public.
- Report directly to the statewide Custodial Operations Program Manager, operating under general supervision as well as receiving and acting upon direction, guidance, and feedback on performance for continuous improvement.
- Provide operations oversight of multiple contracts, contractors, and facilities across the East Region, including receiving, conveying, and resolving reports from tenants and contractors, regarding concerns within the scope of work to ensure operational efficiency. (This position does not directly supervise reporting staff but will oversee contractors and their performance.)
- Monitor and supervise contractor performance as well as ensure contractual compliance and adherence with policy and procedures.
- Provide data for janitorial bid compilation, janitorial bid tours, and pre-bid conferences.
- Utilize the custodial operations inspection software program within established guidelines and make recommendations based on feedback and experience for continuous improvement.
- Travel to state office buildings and state leased facilities in the East Region area to monitor, document, and report on the performance and contractual compliance of contractors, including cyclic contracts and special projects such as floor work and window cleaning, for managerial approval of payment for invoices. (Travel will be day-only; overnight travel would be limited to extenuating circumstances.)
- Prepare custodial inspection reports, deficiency and inspection letters, and liquidated damages documentation for managerial review.
- Coordinate with the Custodial Operations Program Manager to facilitate contractual compliance; including the issuance of deficiency or breach letters and escalating compliance issues.
- Report on life safety and maintenance issues to the OA-FMDC Real Estate Services Unit and Regional Service Level Managers.
- Respond to emergency requests and assist with coverage and workload for special events requiring custodial services, fluctuating business needs, and ad hoc needs.
- Complete other duties and special projects as assigned.

- General knowledge of janitorial practices such as proper completion of floor care for carpet (wet carpet extraction) and hard surface flooring (waxing and stripping and machine scrubbing).
- Excellent time management, organizational, planning, and communication skills.
- 4-6 years of relevant experience. ( Substitutions may apply.)
- General knowledge of service contract language (primarily janitorial contracts) with the ability to translate complex technical language into actionable items and guidance.
- Established competency in managing multiple priorities and solving a wide range of business and operational needs independently.
- Proficiency in Microsoft Office suite, including Excel, Outlook, and Word.
- Must possess and maintain a valid Missouri driver’s license or from an adjacent state if you reside outside of Missouri.

If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.
* This position is physically demanding. Examples of job duties may include prolonged periods of walking/standing/sitting/bending/driving, climbing ladders, working in inclement weather and working on uneven or elevated surfaces, as well as prolonged periods of seated work at a desk, typing, written and verbal communication, problem solving, and the occasional ability to lift/carry up to 50 pounds. This list is not all inclusive, but a general representation of duties that may be encountered in this position, however other duties may be assigned contingent upon business needs. Please note, this position is considered a “Category 2” under the Fair Labor Standards Act (FLSA), meaning the incumbent will be compensated for overtime (hours actually worked over forty hours in a workweek) at the rate of time and one-half.
