  • Job Description

    The Children's Division (CD) is seeking applications for the position of Regional Director for the Kansas City Region. This position will be based at the Fletcher Daniels State Office Building.

    This is highly responsible administrative human services work in the management and coordination of children's programs in a designated regional area of the Children's Division.

    Travel is required for this position to attend meetings throughout the state when needed. There will be ongoing required overnight travel to Jefferson City.

    The Regional Director will be a non-merit position responsible for implementing, directing and evaluating children's programs in Jackson County.

    Duties include, but are not limited to:

    • Establishing and maintaining an administrative structure, setting goals and objectives, establishing and interpreting policy and procedures, implementing and evaluating program operations, analyzing management practices, assuring strong clinical practice, developing corrective action plans and other related activities.
    • Directing and advising field support managers and area supervisors in day-to-day activities.
    • Work with and develop relationships with community partners throughout the region in efforts to benefit the mission of Children's Division.
    • Coordination of activities and relationships with juvenile court administrators and staff throughout the region.
    • Extensive collaboration with the other regional directors as well as the senior executive team of the Division. Innovation, visionary leadership and effective communication of Division priorities and implementation plans are critical to this role. General direction is received from the Assistant Division Director; however, the employee is expected to work with considerable independence and initiative.


    A High School Diploma or High School Equivalent and Nine or more years of professional experience with a public or private agency in the delivery of protective services, including casework/case management in: investigation of abuse or neglect; coordination of foster care, adoptions, and family centered services; treatment rehabilitation; and/or providing in-home family crisis intervention services, and possession of a valid vehicle operator's license. OR

    A Bachelor's degree from an accredited college or university, preferably a degree in Social Work or comparable human services field; and Five or more years of professional experience with a public or private agency in the delivery of protective services, including casework/case management in: Investigation of abuse or neglect; coordination of foster care, adoptions, and family centered services; treatment/rehabilitation; and/or providing in-home family crisis intervention services, and possession of a valid vehicle operator's license.

    (A combination of earned credit hours from an accredited college or university in the preferred fields such as social work, family and child development, special education, psychology, sociology, or related behavioral sciences and experience described may substitute for the stated qualifications. 30 credit hours are equivalent to 1 year of experience. Professional experience as described must be of a substantial period of time (over 50% of time)).

    Preferred Knowledge, Skills and Abilities:

    • Comprehensive knowledge of principles and practices of administration and management in a public social welfare agency.
    • Comprehensive knowledge of governmental budgeting, fiscal management, and grants and/or contract management.
    • Comprehensive knowledge of current human service issues and theories.
    • Comprehensive knowledge of managerial techniques and administrative practices.
    • Ability to review, analyze, interpret, and/or prepare federal and state laws, rules, regulations, policies and procedures as related to the assigned program.
    • Ability to testify as an expert witness.
    • Ability to develop, implement, and administer assigned program or services to achieve positive program and client outcomes.
    • Ability to establish and maintain working relationships with departmental officials, legislators, staff associates, the general public, and others.
    • Ability to analyze and evaluate policies and operations and formulate recommendations.
    • Ability to communicate effectively.
    • Ability to provide leadership and supervision to professional, technical, and related program staff.
    • Ability to manage change, provide program management, and achieve results.
    • Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency.


    Individual(s) selected for this position may receive a higher rate based on a pay differential (e.g. shift, or time-of-service pay).
