    THE AGENCY


    The General Services Agency (GSA) is comprised of Fleet Services, Facilities, Procurement, Special Services, Parks, Security, and Business Support and is responsible for a broad spectrum of services to all the County departments and agencies. It requires a very diverse workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with their customers to provide expertise and cost-effective service delivery, and foster the preservation of natural resources.

    THE POSITION
    Under direction, inspects, logs, and monitors the performance of a wide variety of mechanical, automated, and electrical building infrastructure systems and equipment and, as necessary, performs and/or directs others in routine to difficult preventative maintenance and/or corrective repairs of facility systems/equipment such as welding, painting, plumbing and carpentry. Incumbents may lead a formal or informal crew of non-certified maintenance staff, as well as train and monitor non-certified staff. The position requires that incumbents are BOMA Certified as Stationary Engineers.

    The ideal candidate shall be technically proficient in building systems; have the ability to troubleshoot problems; be a team leader/builder and be able to gain consensus amongst his or her peers; possess excellent customer service skills, and be able to understand and resolve client issues.

    WHAT WE OFFER
    • Merit Increases - New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.
    • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree, applicable to classifications that do NOT require a degree for qualifying.
    • Vacation Accrual - New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.
    • Annual Leave Redemption - After 14,560 hours of continuous County service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.
    • Sick Leave - Full-time regular employees accrue 3.08 hours of sick leave per bi-weekly pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.
    • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.
    • Health Plans-Full time employees are given a flexible credit allowance of up to $25,558 annually to offset the purchase of medical, dental, and/or vision insurance for you and your dependents.
      • Employee only - $509 per biweekly pay period
      • Employee plus one dependent - $779 per biweekly pay period
      • Employee plus family - $983 per biweekly pay period
    • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care and/or dependent care expenses.
    • Pension Plan - Participation in the County's defined benefit pension plan, which has reciprocity with CalPERS.
    • Holidays - 12 paid days per year which, includes a scheduled floating holiday.
    • Additional Benefits - Tuition Reimbursement, Disability Plans, Employee Assistance Program, Life Insurance, Wellness Program.


    AGENCY/DEPARTMENT

    General Services Agency, Maintenance

    Certified Building Maintenance Engineers are represented by the International Union of Operating Engineers (IUOE) and are eligible for overtime compensation.

    Examples Of Duties

    Typical duties may include, but are not necessarily limited to:
    • Operates, monitors, maintains, installs, troubleshoots, and repairs HVAC equipment, electrical equipment and systems, boilers, and plumbing equipment and systems, including systems that carry water, wastewater, chilled and hot water, cooling tower systems, natural gas, and fuels, etc.
    • Performs all aspects of general building and facility maintenance.
    • Uses a variety of hand and power tools and works with a variety of chemicals; performs welding, painting, plumbing, and carpentry work that might be required in the course or installation, repair, or maintenance.
    • Oversees and leads non-certified maintenance staff; works with other Certified Engineers and Trades professionals in the performance of their duties.
    • Completes required forms, logs and submits reports; maintains time, maintenance, and material records.
    • Performs other related duties as assigned.


    Typical Qualifications

    These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, AND EXPERIENCE
    In order to qualify for the classification of Certified Maintenance Engineer, a candidate must possess Building Owners and Managers Association (BOMA) certification from IUOE - Local 501. Possessing and maintaining such certification is a condition of employment. You must attach a copy of your current BOMA certification(s) to your application.

    NECESSARY SPECIAL REQUIREMENTS
    Must possess at time of appointment and thereafter maintain in current status:
    • California Driver License
    • Must be able to lift and maneuver up to 40 lbs. and have the ability to reach, crouch, twist, bend as well as demonstrate functional strength in all extremities.
    • Must be able and available to work rotating shifts and weekends on a periodic basis as well as work standby shifts.
    • Must be willing to work in detention facilities.
    • Must be able to obtain and maintain County certifications through annual training to use scissor and boom lifts, forklifts, and other large tools and equipment.


    HIGHLY DESIRED:
    • Technically proficient in building systems.
    • Ability to troubleshoot a variety of building system problems.
    • Work well with others and be a team leader/builder.
    • Possess excellent customer service skills.
    • Ability to understand and resolve client issues.

    KNOWLEDGE, SKILLS, AND ABILITIES
    Thorough knowledge of:
    • Operation and maintenance of various types of boilers, their components and control systems, including computer-based control systems;
    • Fundamentals of electricity and operations of electrical systems;
    • Installation, operation, management, and monitoring of motors and starters; heating, ventilation and air conditioning systems; plumbing systems (including water analysis); and fire protection systems;
    • Mathematics (including ratios, proportions, percentages and the conversion of units of measures);
    • Structural components and building materials.

    Thoroughly skilled at:
    • Using a wide variety of hand and power tools used in the repair maintenance of buildings and related systems.
    • Troubleshooting of most mechanical, electrical, hydraulic, pneumatic operational problems in building and related systems;
    • Welding and soldering;

    Ability to:
    • Use both common and complex tools/equipment/procedures to maintain, diagnose and/or repair such systems/equipment/operations;
    • Communicate effectively both verbally and in writing;
    • Maintain required logs/records;
    • Effectively lead and oversee the work of non-certified Maintenance staff.

    ORAL EXAMINATION - 100%
    A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    Candidates successfully completing the oral examination may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill present and future Regular (including Temporary and Fixed-term), Intermittent and Extra Help vacancies. There is currently one (1) Regular vacancy in the General Services Agency.

    NOTE: If there are three (3) or fewer qualified applicants, an examination may not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
