    OVERVIEW


    Kitsap County Juvenile and Family Court Services


    The Juvenile Department of the Superior Court is committed to providing innovative, comprehensive, and effective services to youth, families, schools and the community within a quality work environment, by professional, caring staff.

    We have an exciting opportunity for a Therapeutic Court Case Monitor. The incumbent will perform professional court services including program coordination and oversight for the Juvenile Treatment Courts. The incumbent will provide support services to the Court Services Officers and will assist in the compliance of court-ordered conditions of probation.

    The successful applicant will have knowledge of the physiological, psychological, and social/cultural influences which affect youth behavior, and the methods and techniques of interviewing, monitoring, evaluating and assessing behavior. Our new team member must be able to maintain professional standards applicable to interaction and communication with at-risk youth, families, and agency representatives involved in cases.

    This position is funded under the Mental Health Treatment Tax and continued employment is based upon that annual award.

    QUALIFICATIONS FOR PERFORMANCE OF THE ESSENTIAL FUNCTIONS

    REQUIRED EDUCATION AND EXPERIENCE:
    • Bachelor's degree in Social Work, Psychology, Behavioral Science, Criminal Justice, or closely related field AND
    • One year of juvenile social work, court services, or counseling support related experience.
    • Any equivalent combination of education and experience that provides the applicant with the desired knowledge skills and ability to perform the work will be accepted.
    PREFERRED EDUCATION, EXPERIENCE, OR QUALIFICATIONS:
    • Previous Juvenile Justice/Offender work experience is preferred.
    • Previous work experience coordinating programs for high-risk youth is preferred.
    • Previous case management recordkeeping experience is preferred.
    If education is used to meet the requirements for this position, a copy of your official transcripts must be submitted prior to your first day of employment.

    Driving Requirements
    • The successful incumbent must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.The successful incumbent must obtain a valid Washington State Driver's License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy. This position is categorized as:
      • Category 1: Driver operates County-owned vehicle.
    Criminal Conviction Standards:
    • The successful incumbent will or may have unsupervised access to children under 18 years of age, a vulnerable adult, or a vulnerable person, or access to a secured/confidential facility or computer system(s). As a result, Kitsap County will be conducting an extensive criminal background check by law enforcement agencies, which will include fingerprinting.

    Prior to employment, the successful candidate must:
    • Pass the criminal background check including fingerprinting and DSHS screening
    • Pass a job-related polygraph test and a psychological examination
    Within twelve months of appointment:
    • Must successfully complete the Juvenile Service Academy
    OTHER JOB RELATED INFORMATION
    • Must possess a valid Washington State driver's license at time of hire, and must submit a copy of State employment driving abstract to verify eligibility to drive for Kitsap County.
    • Must pass annual criminal and DSHS background checks.
    • Must obtain and maintain valid CPR and First Aid certification
    • Must satisfy the training requirements established by RCW 43.101.220 and the Criminal Justice Training Commission
    PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT

    • The duties in this position are performed in an office setting utilizing standard office equipment, client's homes, or courtroom setting
    • May be required to lift at least 20 pounds.
    • Incumbents may be exposed to hostile individuals while in the courtroom setting
    • Incumbents may be exposed to unsanitary conditions in client's homes.
    • Incumbents may be exposed to animals in client's homes (i.e. dogs or cats).


    ILLUSTRATIVE EXAMPLE OF DUTIES

    • Monitor, observe, and document behavior of youths involved in the treatment courts.
    • Assist youth in complying with court-ordered conditions of probation and/or school attendance requirements.
    • Communicate rules and expectations to youth and family.
    • Assist in urinalysis collection for testing.
    • Provide transportation of ITC and Juvenile Drug Court participants to activities.
    • Work with school officials to obtain information on attendance, conduct, academic performance, behavioral issues, and to explore solutions.
    • Participate in pre-court meetings and hearings for drug court and individualized treatment court.
    • Participate in team meetings concerning youth and consult with supervisor and professional staff regarding alternative plans of action.
    • Prepare reports and present to the court regarding program and issues related to youth participation.
    • Collect data; compile, analyze, and maintain records for each case.
    • Provide supervision, direction, and guidance to juveniles participating in off-site programs.

    • This position is classified as eligible for overtime under the Fair Labor Standards Act (FLSA)
    • This position is covered under a collective bargaining agreement with AFSCME 1308-JC.     Vacation Leave
    New employees are credited with 48 hours of annual leave upon hire and will be begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 360 hours from one calendar year to the next. Annual leave accrual will increase upon tenure, as follows:

    Upon completion of 3 years: 15 days per year (10.00 hours per month)
    Upon completion of 5 years: 20 days per year (13.33 hours per month)
    Upon completion of 10 years: 25 days per year (16.67 hours per month)
    Sick Leave
    All new hires will be credited with 48 hours of sick leave upon hire and will begin accruing at the rate of 8 hours per month starting on their 7th month of employment. Employees may carry over 1200 hours from one calendar year to the next.
