    This recruitment will establish an employment list to fill current and any future vacancies within the Human Resources and Development department. The anticipated life of the employment list is six months. The Human Resources Supervisor position may supervise any of the following teams: Recruitment and Selection, Employee Benefits, Human Resources Information Systems (HRIS), or Classification and Compensation.     Current vacancy is with the Human Resources and Development department for the Recruitment and Selection unit located in Visalia. The anticipated life of the list is six months.

    Typical Duties

    • Participates in planning, developing, implementing strategies, goals and objectives, and policies and procedures to meet departmental and countywide objectives.
    • Plans, assigns, evaluates and supervises the work of assigned staff; provides training in work procedures, and promotes professional development.
    • Coordinates the workflow of a unit or group of staff engaged in human resources activities to assure prompt, accurate and quality transactions or services are provided.
    • Manages the assignment, flow of work and evaluation of recruitments.
    • Ensure recruitment and selection activities are consistent and comply with Merit principles and County Personnel Rules and Policies.
    • Reviews the certification and appointment processes.

    Minimum Qualifications

    Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

    Education:

    • Bachelor’s degree from an accredited college or university with major coursework in public or business administration, human resources management, communications, project management, or a related field.


    Experience:

    • Four (4) years of increasingly responsible experience in human resources with demonstrated complex projects or assignments, including one (1) year in a supervisory or lead role.


    Knowledge of:
    • Principles and practices of supervision and training.
    • Principles and practices of public sector human resources administration under a Merit System.
    • Applicable local Personnel Rules, Policies and Administrative Regulations, and Federal, State rules governing public employee’s classification, compensation, and representation.
    • Operational characteristics of automated personnel/payroll record processing systems.
    • Research and statistical analysis methods; metrics analysis and report development.
    • Budgeting and position control principles.
    • Project management and coordination principles.
    • Organizational structures and development of new divisions, units, functions within a County departmental/agency system.


    Skill/Ability to:
    • Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
    • Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
    • Monitor and evaluate employees; prioritize and assign work.
    • Evaluate human resources programs.
    • Interpret and apply applicable laws, rules and regulations.
    • Manage change and sensitive/confidential information and issues.
    • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
    • Conduct research and prepare complex related reports.
    • Apply organizational policies and procedures.
    • Use effective communication and interpersonal skills in interactions with coworkers, supervisor, departments, and general public.
    • Operate a computer and related software applications utilized in human resources operations
    • Plan and manage projects to meet deadlines and deliver product or service.
    • Act as a liaison and work collaboratively with stakeholders to meet organizational and countywide needs and objectives.
    • Make recommendations on process improvements, policy development, operational procedures, and organizational needs.

    Conditions of Employment

    Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions. An Employment Eligibility Verification using E-Verify may be required on the first day of employment for some positions. Some job classes may also require a physical exam.

    Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

    Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

    Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

    Paid Holiday Leave : 12 set days and 1 personal holiday.

    Vacation Accrual :
    2 weeks per year (0-3 years of service)
    3 weeks per year (3-7 years of service)
    4 weeks per year (7-11 years of service)
    5 weeks per year (11+ years of service)
    Limit of 300 hours.

    FLSA exempt employees accrue an additional 5 days of vacation per year.

    Sick Leave Accrual : 12 days per year with unlimited accumulation, 60 hours of which may be used toward family sick leave.

    Career Incentive Pay

    Employees who have completed five (5) or more Years of Service with Tulare County and meet the eligibility criteria described in Administrative Regulation – 52, earn additional pay according to the schedule below. Excludes Fire Battalion Chiefs.

    Group Term Life Insurance and AD&D: $30,000; Provided by Standard Insurance Company.

    Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

    Employees are covered by State Disability Insurance. The premium is paid by the employee.

    Deferred Compensation : A voluntary deferred compensation plan is available.
