    The Human Resources Department comprises approximately 40 positions and provides centralized services to the County’s 22 Departments. The divisions/units within Human Resources include recruitment, classification and compensation, employee and labor relations, disability management, employee benefits and wellness, equal employment, employee learning and organizational development, risk management, volunteer and interns, and departmental administration.

    Within the Department of Human Resources, the Learning and Organizational Development (L&OD) Division promotes individual and organizational excellence through innovation. The division instills its learning and development initiatives with a learning culture to ensure Marin County has a qualified, engaged workforce.

    ABOUT THE POSITION

    The County of Marin's Human Resources Department seeks a dynamic and strategic Learning & Organizational Development Specialist (Senior Human Resources Analyst) to join the L&OD team. This role is central to shaping the County's future by elevating leadership, building inclusive talent pipelines, and responding directly to employee voice.     This position will serve as a leader in delivering enterprise-wide training programs, facilitating change initiatives, managing complex projects, and advancing a learning culture rooted in County values: Integrity, Collaboration, Innovation, Respect, Equity, and Excellence.

    The successful candidate will design and implement high-impact learning strategies, support leadership development across all levels, and advance organizational effectiveness through talent development, mentorship, and performance enhancement.
    KEY RESPONSIBILITIES
    Training, Facilitation & Curriculum Development
    • Design, deliver, and evaluate inclusive and engaging learning programs (e.g., academies, workshops, coaching series) aligned with the County's competency framework and strategic goals.
    • Facilitate sessions across a range of topics including leadership development, emotional intelligence, communication, DEIB, innovation, and strategic planning.
    • Collaborate with external partners to customize curriculum and integrate evidence-based practices.

    Project & Program Management
    • Lead project planning, execution, and evaluation of L&OD initiatives such as mentorship programs, performance development tools, and onboarding redesign.
    • Develop implementation plans and track outcomes aligned with organizational goals.
    • Coordinate cross-functional teams and manage vendors to deliver quality outcomes on time and within scope.

    Strategic Planning & Organizational Development
    • Support departments in translating organizational values and vision into practical learning strategies.
    • Facilitate strategic visioning and culture-change conversations across departments.
    • Apply systems thinking and change management principles to complex, adaptive challenges.

    Data & Evaluation
    • Use data to identify learning needs and evaluate training effectiveness.
    • Monitor progress on engagement survey response areas such as career development pathways, supervisor readiness, and mentorship.

    Equity & Inclusion
    • Embed equity principles throughout program design and delivery.
    • Support the implementation of the County’s Racial Equity Action Plan (REAP) through learning initiatives.

    Certifications in coaching, facilitation, instructional design and/or project management and experience with learning management systems (LMS), 360 assessments, CliftonStrengths, Myers-Briggs, or similar tools are highly desirable.
    QUALIFICATIONS
    Knowledge of:
    • Principles and practices of human resources administration, particularly related to the area of assignment.
    • Applicable laws, codes, regulations and ordinances.
    • Computer applications related to the work, including spreadsheet and database applications.
    • Research methodology, data collection and basic statistical analysis techniques.
    • Practices of conducting research and preparing effective reports, procedures, correspondence and other written materials.
    • Business writing and editing.

    Ability to:
    • Perform professional-level, public agency human resources work independently and creatively.
    • Interpret, apply and explain complex federal, state and local laws, ordinances, policies and procedures, and bargaining unit agreements.
    • Collect, analyze, interpret and evaluate a variety of complex data.
    • Prepare clear and concise reports and recommendations, policies, procedures, correspondence and other work products related to the assignment.
    • Communicate effectively, including making presentations of findings, recommendations and policies before public officials, other officials, employees, employee representatives and community groups, in order to gain concurrence and cooperation through discussion and consensus building.
    • Recognize and resolve problems of a sensitive or political nature, analyzing situations, selecting alternatives, recognizing consequences of proposed action, negotiating mutually satisfactory solutions to problems and implementing recommendations.
    • Plan and direct the work of professional, technical or support staff on a project or day-to-day basis.
    • Use initiative and sound independent judgment within established procedural guidelines.
    • Establish and maintain effective working relationships of those interacted with in the course of the work, including County officials and managers, employee representatives, representatives of other governmental agencies, employees, interns and the public.

    MINIMUM QUALIFICATIONS: Any combination of education, training and experience that would provide the necessary knowledge and abilities listed. Qualifying experience includes at least two years of professional/journey level human resources work in a large and varied organization that involved advising managers and supervisors on a variety of complex human resources subjects, interpretation and application of human resources laws and policies, and conducting analyses of human resources related data and information. Significant college coursework or a Bachelor’s degree in human resources, business, industrial relations, law, public administration, psychology, sociology, or a related field and/or experience in the public sector is desirable.     The Human Resources Department embraces a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.
