    THE COUNTY OF EL DORADO

    OFFICE OF THE ASSESSOR
    The County of El Dorado, Office of the Assessor is responsible for discovering, inventorying, valuing and assessing all taxable real property in the County, including residential, commercial, industrial properties and undeveloped land. The office is also responsible for assessing taxable business property, boats, airplanes, mining claims and other assessable interests in property. The Assessor prepares and maintains the master property records and parcel maps. The office is charged with the administration of a number of exemption programs benefitting homeowners and certain qualifying organizations. The Assessor prepares and submits the secured, unsecured, and supplemental assessment rolls for use in preparation of assessments for taxation by the various taxing agencies.

    APPRAISAL DIVISION
    The Appraisal division is responsible for determining the fair market value of real property that has undergone a complete or partial change of ownership, new construction or other event that triggers a reappraisal under California Property Tax law. The division conducts field appraisal work enrolls value for new/discovered construction and performs special appraisals of Williamson Act and Timber Production Zone property. Real Property valuation includes land, mines, quarries, timber, structures, buildings, fixtures, fences, fruit or nut bearing trees and vines. The Appraisal division is also responsible for annual appraisal of business property and assessable personal property such as boats, airplanes, apartment/hotel/motel furnishings and possessory interests.

    THE OPPERTUNITY
    Under direction, plan, schedule, coordinate and participate in the activities and projects related to the appraisal of industrial, commercial, residential, special purpose and agricultural properties for taxation; ensures equitability of appraisals.
    This class is the full supervisory level in the Appraiser series. The incumbent plans, organizes, schedules, assigns and directs the work of professional appraiser and support staff. This class is distinguished from Assistant Assessor in that the latter supervises business property appraisals, assessment office support, mapping and drafting, and standards control as well as real property appraisals.

    The selected Candidate will have the opportunity to:
    • Plan, schedule and assign appraisal and office support work; train staff in work procedures; coordinate the work of staff.
    • Participate in the hiring of assigned staff, recommending selection for approval.
    • Assist in compiling and monitoring budget figures; provide input into the goal setting process.
    • Review, evaluate and maintain quality assurance on appraisals performed by professional staff.
    • Examine appraisal documentation to ensure that information provided is in compliance with policies and procedures.
    • Confer with County Counsel staff regarding legal interpretation of newly enacted tax laws; confer with County Tax Collector and County Auditor regarding delinquent accounts, changes in billing and property ownership and related matters.
    • Interpret laws, regulations, policies and procedures related to personal property appraisals; provide varied information to the public.
    • Recommend and interpret policies and procedures used by appraisal staff.
    • Represent the Assessor's Office before the Board of Equalization; compile and organize data to defend taxpayers protest.
    • Instruct, train and evaluate subordinates in proper techniques of property appraisal and related areas such as property transfers, mobile home valuations, etc.
    • Monitor change in laws and procedures and evaluate their effect upon County operations; recommend and implement recommended changes.
    • Direct the maintenance of required files and records; prepare report, correspondence and other written materials.
    • May supervise operations of a branch office and may represent the assessor in an assigned area of responsibility.
    • Operate assigned vehicles skillfully and safely; observe safe driving practices.
    • Attendance and punctuality that is observant of scheduled hours on a regular basis.
    • Perform other duties as assigned.

    MINIMUM QUALIFICATIONS
    Human Resources will assess your application to determine if you are minimally qualified using the following minimum qualifications:

    Where college degrees and/or college course credits are required, degrees and college units must be obtained from an accredited college or university. Courses from non-accredited institutions will not be evaluated for this requirement.

    Possession of a bachelor's degree from an accredited college or university in accounting, finance, real estate, business administration or a closely related field AND two years of professional property appraisal experience at a level equivalent to the County 's class of Senior Appraiser. Lead or supervisory experience is desirable.

    OR

    Two years of experience in the County of El Dorado as a Senior Appraiser.

    Note: The above qualifications are a typically accepted way of obtaining the required knowledge and skills.

    Other Requirements

    Must possess a valid driver's license and automobile liability insurance meeting legal requirements. Individuals who do not meet this requirement due to physical disability will be reviewed on a case by case basis. Must possess or immediately apply for a temporary appraiser's certificate issued by the State Board of Equalization. (R and T Code sections 673). Must obtain a valid appraiser's certificate within one year of employment and maintain certifications thereafter.

This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfe r.
