    (Job #537921) Administrator I, Project Manager, Salary Range: $4,135 - $12,288 monthly. Hiring Range: $6,666 - $7,083 monthly. This is a full-time, benefited, exempt 12-month pay plan position in the Facilities Management - Planning Design, and Construction Department. This position is an Administrator I in the California State University Management Personnel Plan (MPP). Under this plan, incumbents are subject to normal management reviews and serve at the pleasure of the University President.     Position Summary:

    Under oversight of the Associate Vice President of Facilities Management (acting Construction Administrator & Building Official) and reporting to the Director of Planning, Design & Construction and Construction Manager in collaboration with colleagues across the campus, the incumbent is responsible for managing assigned construction projects. This includes efforts associated with all aspects of project management during the development, planning and design phases with specialized focus and emphasis on the construction and closeout phases of a project. This position is required to interface with a variety of colleges and departments, including faculty, staff, administrators, State Fire Marshal, various professional consultants, contractors, and vendors.

    Key Responsibilities:

    Project Management - 30%
    • Manage project implementation to achieve successful performance in terms of scope, safety, quality, schedule, cost, and client satisfaction. Ensure project management aligns with the University’s Capital Outlay Management Plan and applicable CSU and State regulations.
    • Maintain a daily project diary documenting events, issues, decisions, and contractor/designer instructions.
    • Submit reports to the Construction Manager on budget, schedule, issues, quality control, RFI status, submittals, contingency balance, and other pertinent information.
    • Coordinate services provided by testing and inspection firms, monitoring contract status, reviewing invoices, and inspection reports. Ensure compliance with project documents and directives.
    • Report all failed inspections or tests to the Construction Manager, contractor, and design professional.
    • Conduct field observations to ensure work and materials are in compliance with current design/contract documents.
    • Manage project completion and closeout, including turnover of operation and maintenance data, warranties, and as-built drawings. Ensure owner orientation and training are completed, coordinating with Financial Services and the Service Center to update asset inventory and facility information. Execute the certificate of completion form and transmit closeout documents to the Construction Administrator.
    • Identify project documentation requirements and procedures, maintain and organize project files, and prepare reports for data, accounting, contracting, and CSU requirements.

    Evaluate, Recommend, Develop, and Coordinate - 15%
    • Develop and present design and construction schedules with the Construction Manager, coordinating with campus clients to ensure on-time and on-budget delivery.
    • Monitor and oversee project activities, development, and resources to mitigate risk, advising the Construction Administrator and Construction Manager of any potential risks.
    • Evaluate and make recommendations concerning proposed contract changes and claim resolution. Participate in negotiations as directed by the Construction Manager.
    • Develop and maintain a project master change order log and sub-logs for all contracts. Review contingency status and make recommendations regarding proposed changes. Upon decision, work collaboratively to ensure contract modification documents are prepared, issued, and executed; reconcile change order costs with all payment requests.

    Collaboration and Coordination - 30%
    • Represent the University and coordinate project activities across all phases.
    • Coordinate project resource utilization and development of cost estimates.
    • Support design review and plan check services for assigned projects.
    • Coordinate campus consultants for various project scopes, and manage contracts through duration.
    • Organize, lead, and participate in site visits as required.
    • Coordinate communication between campus, design professional, and contractors. Conduct research to inform recommendations.
    • Assist with development of RFP/RFQ documents and coordinate the procurement of professional design and engineering services.
    • Support the Construction Manager to ensure timely delivery of contracted design services, monitor contract status, review, invoice, and track major milestones associated with assigned project.
    • Review and process shop drawings and submittals, ensuring design professional approval prior to installation.
    • Observe and inspect materials upon delivery, generate daily logs for compliance confirmation.
    • Manage and maintain a submittal log for timely approval.
    • Coordinate efforts for final acceptance, inspection, and occupancy scheduling, as well as project close-out.

    Project Meetings - 15%
    • Support client meetings and activities, keeping those involved up to date on planning, design, construction, budget, and schedule. Schedule meetings, prepare agendas and notes, and present information and lead meetings for assigned projects.
    • Participate in owner meetings with contractors/service providers to evaluate and control progress, quality, budget, and other items that need action. Schedule meetings, prepare agendas, notes, and other documents; present information and lead meetings where assigned.

    Provide General Technical Support Necessary for the Functions Notes Above & general Assignments - 5%
    • Maintain records and retrieve data using manual and/or computerized project and construction management software systems.
    • Attend mandated University trainings (safety and other), meetings, and other events.
    • Utilize University electronic time management/absence reporting system as directed by supervisor.
    • Handle sensitive information and maintain confidentiality.
    • May perform duties associated with emergency response functions.

    Other Duties as Assigned - 5%

    Knowledge, Skills, and Abilities Associated with this Position Include:
    • Expertise in project management, including planning, leading, and overseeing complex construction projects. Knowledge of construction processes, resource requirements, scheduling, cost estimating, and documentation.
    • Knowledge of the California Building Code and related project inspection requirements.
    • Excellent written and oral communication skills.
    • Analytical skills for managing complex data sets, generating reports, and developing solutions.
    • Ability to interpret and apply codes, regulations, construction documents, procedures, policies, and instructions.
    • Proficiency in standard office equipment, technology, and computer applications such as Microsoft Office Suite.
    • Experience using specialized software systems like customized databases, construction management systems, project management systems, and AutoCAD.
    • Expertise in construction and project management, including planning, leading, and overseeing complex projects. Knowledge of typical construction processes, resource requirements, scheduling, cost estimating and documentation
    • Expertise in business and financial processes, protocols, and techniques. Understanding of building materials, costing procedures, modern construction and maintenance practices, and project delivery methods.
    • Knowledge of applicable state and federal codes and regulations, including the California Building Code, the American with Disabilities Act, and the Safety Orders of the Division of Industrial Safety for the State of California.
    • Knowledge of project design, cost estimating, work sequence, and resource scheduling.
    • Effective leadership and team management skills, with the ability to organize and manage teams, including internal staff, external contractors, and technical.
    • Ability to apply standards, guidelines, processes, procedures, and terminology specific to the California State University.
    • Ability to read and understand proposals, plans, blueprints, process drawings, contracts, purchase orders, and specifications for all phases of construction.
    • Ability to independently research, interpret, develop, communicate, and implement regulations, codes, policies, procedures, guidelines, and precedents regarding project management.
    • Ability to research and analyze data, generate reports, and identify, investigate, and analyze problems that impact success or facilities information.
    • Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations.
    • Ability to understand problems from a broad perspective and develop strategic solutions.
    • Ability to maintain confidentiality and professionalism, handling confidential information with discretion and sensitivity.

    Minimum Qualifications:
    Bachelor's degree in Architecture, Engineering, Construction Management, Business Management and/or equivalent training and administrative work experience involving managing the construction and renovation of buildings and related infrastructure. Equivalent to five years of progressively responsible work experience involving construction projects and the management of such. Valid CA driver’s license
    Preferred Qualifications:
    Demonstrated work experience which includes management project workloads ranging from 5- 10 projects simultaneously and in different phases of implementation. Demonstrated work experience managing construction projects in a University or institutional setting. Familiarity with CSU contract law and bidding practices including the various construction project delivery methods utilized by campuses. Possession of current professional license as an architect or engineer; a general contractor's license; or certifications for code-related inspections as issued by the International Code Council.
