    Job Description

    Job Location: This position will be located at 736 Business 13, Lexington, MO, but can be can be flexible within the Region 4 boundary.

    Why you’ll love this position:

    This is a leadership position in the Section of Home and Community Based Services responsible for managing a regional workforce of HCBS professionals responsible for responding to referrals for intake and assessment of the elderly and disabled adult population. This manager is a part of the HCBS Management Team that reports directly to the HCBS Field Operations Bureau Chief. Extensive experience is needed in Home and Community Based Services and managing people. Exceptional skills needed in regards to communication, collaboration/networking, policy interpretation, training, and motivation. Must have attributes: team-focus, big-picture thinking, critical thought, & open-mindedness. This Regional Manager position will provide significant input into the direction of Home and Community Based Services in Missouri.

    • Manage regional HCBS staff in providing appropriate response and support for clients requesting in home services.
    • Ensure staff are receiving necessary training on their job expectations, program policy, DHSS Administrative policy and DSDS policies. Have an accurate knowledge and understanding of all policies.
    • Communicate and disseminate information on Department, Division, and Bureau policies, programs and directives to staff in the region.
    • Provide input and direction to leadership on regional projects and priorities.
    • Develop, implement and manage a system to train new supervisors and have a system to monitor the effectiveness of their training. To oversee the on-going training for all staff in the region regarding new policies and have a system in place for on-going assurance to ensure compliance to policy and consistency of program implementation.
    • Develop professional working relationship with providers, vendors, Area Agencies on Aging, Centers for Independent Living, and other community organizations providing services to the elderly and disabled.
    • Perform regular analysis of field operations and implement organizational adjustments within the Region when necessary. Provide oversight and direction on all personnel actions within the region. The is includes hiring, firing and any discipline actions required.
    • Conduct ongoing analysis and planning of resource allocation (includes staff, and equipment) in order to make the most efficient use of resources in addressing workload and program issues.
    • Provide direct supervision to 4 HCBS Supervisors and Lead Administrative Support Assistant.


    Minimum Qualifications:

    • The ideal candidate will possess strong analytical and communication skills, display high levels of commitment and accountability, exhibit the ability to inspire and motivate others, effectively lead change and transformation, demonstrate exceptional time management skills, and thrive when making independent decisions. Prior experience with leadership, customer service, performance management, and HCBS programs is preferred.
    • Bachelor’s degree and 2-4 years of relevant experience (substitutions may be allowed).
    • Three or more years of professional experience in criminal, civil or administrative investigations and/or the delivery or coordination of social, protective, medical, mental health, or rehabilitative services for senior or disabled adults, children, or families in a public or private agency, OR


    • A Master’s degree from an accredited college or university in social work or a closely related field and one or more years of professional experience.
