About the Position:
The County of Yuba is currently recruiting for an Administrative Analyst I in the Public Works - Engineering division of the Community Development and Services Agency. The incumbent, under general supervision performs a variety of simple to moderately complex professional level analytical work to support the operations of County departments, agencies and programs in areas such as the legislative analysis, evaluation and development of management/administrative policy, development and administration of contractual agreements, and/or assists with program evaluation and planning; and performs other duties as assigned. This is the journey level classification in the professional Analyst series. The employment list established from this recruitment may be used to fill additional vacancies in other departments.

The Community Development and Services Agency (CDSA) strives to improve the overall quality of life for our residents and fiscal health of our businesses by coordinating the orderly growth and development of the County. We accomplish this by providing proper implementation of related regulations, providing community services, and by providing operation, maintenance, and expansion of Public Works infrastructure.
The ideal candidate for this position will be self-motivated, organized and have the ability to work independently, with little direction. They must be a team player and have excellent communication skills to comfortably work with a variety of personalities. They will be a problem-solver who is detail oriented with strong analytical ability. This candidate will be responsible for performing complex administrative tasks and provide support to the Engineers. Some duties include, preparing and reviewing contracts, preparing and processing right of way land acquisitions and improving the division’s file maintenance system.
Examples of Duties:
¨ Conducts analytical, organizational and operational studies, including staffing, systems, policy, procedural and legislative analysis; consults with managers to determine parameters for analysis and other background information; researches laws and other regulatory requirements governing governmental operations
¨ Identifies and analyzes highly complex existing, newly enacted and proposed local, state, federal legislation policies and procedures projecting potential impact; advises management on the consequences of proposed and pending legislation
¨ Analyzes workflow patterns and presents recommendations to enhance operational efficiency; evaluates possible alternatives, prepares reports relating to departmental and inter-departmental operations, including policies, procedures, organizational structure and workload statistics.
¨ Acts as departmental liaison with various federal, state and local public agencies and with business, professional and community organizations.
Bachelor’s Degree from an accredited college or university with major coursework in Public Administration, Business Administration, Economics, Statistics, or a field related to the work. Candidates with strong experience who lack the degree and can demonstrate they possess the required knowledge, skills and abilities are encouraged to apply
In addition to the minimum, two years of experience at least equivalent to the County’s class of Administrative Technician.
Must successfully complete an extensive and thorough background investigation which may include Live Scan fingerprinting prior to hire. May be required to provide annual statement of economic interest with the Yuba County Clerk/Recorder. Will be required to perform disaster services activities (Government Code 3100-3109).
