ABOUT THE POSITION
To manage, direct and coordinate the clinical activities of the Department of Behavioral Health Services; to provide highly complex clinical and administrative staff assistance to the Director of Colusa County Department of Behavioral Health; serve as a member of the Management Team setting department goals and ensuring the transformation of the department in keeping with goals and values of MHSA; to manage, direct and coordinate the program activities of the department including: quality improvement program, compliance program, policy and procedures, and managed care program.
RESPONSIBILITIES AND DUTIES
Important responsibilities and duties may include, but are not limited to the following:
Act as an advisor to the Director of Behavioral Health on mental health and alcohol and other drug issues and programs.
In the absence of the Director, to exercise general operation of the Department.
Provide overall leadership in maintenance of Managed Care Program (inpatient and outpatient).
Provide overall leadership in implementation of new data system.
Direct, oversee and participate in the development of program work plans, assign work activities, projects and programs; monitor work flow; develop and implement policies and procedures; review and evaluate work products, methods and procedures.
Participate in the selection and appointment of personnel; provide or coordinate staff training; work with team leaders and employees to correct deficiencies; implement discipline procedures; and recommend employee termination.
Develop and maintain Colusa County Network of Care website.
Responsible for QIC assigned duties, PIP, etc.
Lead effort to develop and maintain Behavioral Health Program Policy and Procedure Manual.
As a member of the management team, develop, direct and supervise a variety of programs for the treatment and prevention of mental health problems and alcohol and other drug problems, including individual and family counseling services, parenting, domestic violence, Prop 36/SACPA and community outreach and maintain record keeping systems which describe the program activities.
Develop a Behavioral Health Department Disaster Plan.
As a member of the management team, plan, develop and implement administrative and treatment systems capable of complying with the mandates of state and federal program audits.
As a member of the management team, participate in setting the Department mission, goals, objectives and plans for the transformation of Mental Health services in Colusa County as part of the implementation of the Mental Health Services Act.
Plan, organize and manage the programmatic, administrative and operational activities in support of multiple program areas. Oversee and coordinate the allocation of designated resources and ensure compliance with stated mission, goals, regulations and guidelines.
May provide individual, group and family counseling on a variety of problems related to substance abuse and mental illness; develop treatment plans and assist consumers with the resolution of problems.
Maintain relationships with the Courts, County Departments or other organizations regarding Behavioral Health Services.
Monitor current legislation impacting Behavioral Health programs.
Assist the Director in the assessment and development of community program needs and priorities.
Represent the Department at various State and County meetings.
Perform related duties as required.

CalPERS retirement plan, either 3 @ 60 for Classic, or 2 @ 62; deferred compensation plans available with monthly matching employer contributions; paid holiday, vacation, and sick leave; paid health insurance, life insurance, and vision and dental insurance for employee. If employee elects not to enroll in County insurance and can provide proof of other group health insurance coverage, they may be eligible for a $300 monthly cash in-lieu benefit. This position is part of the Colusa County’s Management Unit (CCMC).
