Description: As a member of the Financial Aid and Scholarships team in Enrollment Management Services (EMS), the Financial Aid Specialist will assist in providing the highest level of quality service to students, parents, former students, staff and faculty and will assist in the delivery of more than $100 million in federal, state, private, and institutional financial aid to more than 8,000 students annually. Under the general supervision of the Associate Director of Financial Aid & Scholarships, the incumbent maintains responsibility for performing review of application documents as part of verification process and to determine eligibility, advising students and families of the eligibility requirements of various state and federal programs, assisting the Financial Aid Advising Team with program reporting and coordination of their respective program responsibilities. Job Summary The Mohave County Procurement Department is currently recruiting for a Procurement/Central Services Director. Performs professional and administrative work in the management and operation of the County's centralized Procurement Department, comprised of a Contract Division and a Central Services Division. REPORTS TO Work is performed under general administrative direction of the County Administrator. The employee is expected to exercise sound independent judgment and discretion. Work is reviewed through performance appraisal and results achieved. SUPERVISION EXERCISED Supervision is exercised directly over a staff of professional, technical, paraprofessional and labor trades support staff. Essential Job Functions Develops and implements policies and procedures governing the procurement functions of all County Departments consistent with Federal laws, State statutes, and the Mohave County Procurement Code. Manages and oversees the procurement of major multi-million dollar projects. Supervises public procurement staff for the procurement of all commodities, services, architectural and engineering design and construction services. Plans, assigns, supervises and evaluates the work of subordinate personnel. Develops and trains professional public procurement staff to ensure compliance with legal requirements and professional public procurement practices. Advises the Board of Supervisors, Department and Division Heads in matters related to public procurement and applicable procurement law. Works closely with County Attorney's Office - Civil Division on contract language and interpretation to ensure compliance with Federal, State, and Local laws. Develops and implements policies and procedures governing the disposal, transfer and reutilization of personal property and equipment consistent with State law and adopted policy. Negotiates specifications, scopes of work and contract terms and conditions on major professional services and construction projects. Supervises the Central Services Division shipping and receiving functions. Prepares recommendations for approval by the Board of Supervisors. Organizes and appoints selection committees for formal solicitation evaluations, develops matrices and acts as facilitator throughout complex evaluation processes. Makes recommendations for award based on selection committee results. Monitors contracts for services to ensure continued contractor compliance and takes appropriate remedial action when necessary. Mediate and resolves contract disputes with vendors. Directs County-wide procurement card program by developing procedures, implementing cardholder limits and security features, and ensuring cardholder compliance through periodic verification of transactions. Communicates and acts in a professional manner with the public, co-workers, and work contacts. Researches, evaluates, and develops specifications for commodities, services, architectural and engineering design and construction services. Analyzes requisitioned items for alternate or equal, products or additional sources of supplies and researches new or additional sources of supplies or services. Develops technical specifications for major Invitation for Bids, Requests for Proposals, Professional Services, Architectural Services and Construction Bids. Establishes and maintains effective working relationships with elected officials, departments and divisions, the business community, and the general public. Establishes and maintains programs for the inspection, testing and acceptance of supplies and services. Prepares and presents oral and written reports and responds to requests for information. Directs related administrative activities including budget preparation and execution, personnel, administers various administrative reports, and professional correspondence. Monitors and evaluates department's overall effectiveness as a business partner. SECONDARY JOB FUNCTIONS Performs related work as required. Performs special assignments as requested. Exercise regular and predictable attendance and punctuality in accordance with Mohave County Personnel Policies and Procedures. Minimum Qualifications Bachelor's degree in purchasing, business or public administration or related field. Three (3) years of increasingly responsible technical experience in large-scale buying, contract administration, specification writing or related professional procurement responsibilities. Two (2) years previous experience in a supervisory or managerial capacity in a government setting procurement office.. OR an equivalent combination of education, experience, and training may be considered in meeting the minimum qualifications. PREFERRED CERTIFICATIONS Certified Professional Public Buyer (CPPB) Certification, or Certified Public Purchasing Officer (CPPO) Certification. SPECIAL JOB REQUIREMENT Must possess a valid driver's license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
