If you are an experienced professional in the operations and maintenance of a water recycling or water treatment facility, the Inland Empire Utilities Agency (IEUA) has an exciting opportunity for you as the Manager of Operations and Maintenance!

Reporting to the Executive Manager of Operations/Assistant General Manager, incumbent will manage the activities and staff responsible for providing quality water and wastewater treatment and ensuring that all facilities, structures, vehicles, and utilities are operating at optimum efficiency to maximize the continued availability of high-quality recycled water; to manage groundwater recharge and biosolids composting in the safest, most efficient, cost effective and environmentally compliant manner. The Agency currently owns and/or operates, and maintains 5 water recycling facilities, 160 miles of sewer collection system, a potable water facility, 19 supply water well sites, 4 sewage lift stations, a recycled water distribution and storage system, 19 groundwater recharge sites, a 400,000-square foot indoor composting facility, and a 66,000 square foot Headquarters building. Up to 60 personnel contribute to the success of the department. The department's budget for FY 2019-20 is up to $29.1 million (up to 12% of which is for capital projects).

IEUA serves approximately 875,000 residents in a 242-square mile service area in western San Bernardino County, California. As a regional wastewater treatment agency, IEUA provides sewage utility services to seven contracting agencies and provides wholesale imported water to seven retail agencies. Job Description

Under general direction, plans, organizes, integrates and directs the work of the Operations and Maintenance Department; manages and directs the implementation of comprehensive strategies and programs for Agency-operated facilities including water recycling facilities, recycled water distribution system, groundwater recharge (GWR), desalter and sewage collection system; manages reliability centered maintenance program for the Agency's treatment plants, equipment, pumping facilities, distribution and transmission systems and other facilities; ensures treatment processes are carried out in compliance with current and future regulatory requirements; provides expert professional assistance and guidance to management on the operation and maintenance of the Agency's assets in a safe, reliable and cost-effective manner that meets all regulatory requirements; and performs related duties as assigned.

Distinguishing Characteristics:

The Manager of Operations and Maintenance is responsible for organizing and directing water recycling and water treatment operations, the recycled water distribution and GWR program and the associated personnel in the Opera­tions and Maintenance Department. This incumbent class ensures through subordinate Deputy Managers, supervisors, and other supporting staff that the Agency's treatment facilities and related systems and equipment, recycled water distribution, groundwater recharge basins are available for operations and operate in a safe and efficient manner. Work is broad in scope and requires seasoned judgment and a high degree of initiative and independence.

An employee in this class reports to the Executive Manager of Operations/AGM and directs the work of the Operations and Maintenance Deputy Managers, supervisors, and other support staff.

Job Requirements

EDUCATION, TRAINING AND EXPERIENCE:

Graduation from an accredited four-year college or university with a major in business or public administration, chemistry, biology, maintenance management, civil, environmental, mechanical or chemical engineering or a related field, and at least eight years of progressively responsible experience in the operations and/or maintenance of a water recycling or water treat­ment plant or relevant facility, at least two of which were at a manager or supervisory level; or an equivalent com­bin­­ation of education, training and experience. Experience in a public agency is preferred.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:

A valid California Class C driver's license and the ability to maintain insurability under the Agency's vehicle insurance program.   California State Water Resources Control Board Wastewater Treatment Plant Operator Grade V certification is highly desirable. Registration as a Professional Engineer in the State of California is highly desirable.

Certified Maintenance & Reliability Professional (CMRP) and certification in technologies used for Condition Monitoring are highly desirable.

Annual certification for CPR, First Aid, HAZWOPER, forklift and confined-space entry training and annual completion of Self-Contained Breathing Apparatus face fit per OSHA requirements may be required.

T-5 and/or D-5 water certification from the California State Water Resources Control Board is desirable.
