Under general administrative direction of the Executive Director, plans, organizes, directs and supervises staff in financial and accounting activities, including financial planning and analysis, budgeting, revenue management, purchasing services, and review of payroll for both the Inland Valley Development Agency (IVDA or Agency) and the San Bernardino International Airport Authority (SBIAA or Authority).  Provides consultation to administration in related matters, and represents the IVDA and SBIAA in various meetings.

Job Description


The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth

  • Resolves or participates in the resolution of all fiscal matters of the Agency and Authority. Develops and reviews reports and makes recommendations on a broad range of complex revenue, and financial management issues.
  • Develop and submit reports consistent with current FAA policy on the airport financial reporting program.
  • Develop and manage short and long term financial goals, and ensure consistency with Airport capital improvement plans.
  • Manage and recommend updates to airline rates and charges.
  • Analyzes and reports on detailed financial data, reviews leases, and produces monthly, quarterly and annual financial statements for the IVDA and SBIAA.
  • Performs the duties of the Auditor for the San Bernardino International Airport Authority as described in the Authority’s Joint Powers Agreement; works with the Agency and Authority’s federal, state and local auditors. Oversees independent financial audits for both Joint Powers Authorities as well as other audits, agreed upon procedures reviews as required and appropriate; works with Federal, state and local agencies as necessary.
  • Administers grants, coordinates and prepares grant billings to obtain reimbursement funding from federal, state and local governments and from private institutions.
  • Participates in bond programs including authorization, sales and management. 
  • Manages finance, accounting and purchasing support staff. Evaluates, and reviews work, establishes and monitors work performance requirements and recommends compensation; makes disciplinary action decisions consistent with policies and procedures.
  • Directs preparation of IVDA/SBIAA annual and mid year budgets, makes budget presentations to the IVDA Board and SBIAA Commission. 
  • Develops and reviews staff reports for the IVDA Board and SBIAA Commission consideration for financial impacts to the Agency and the Authority.
  • Prepares and presents financial reports to the IVDA Board and SBIAA Commission, and other organizations,
  • Acts as a financial liaison to other department managers within the IVDA and SBIAA.
  • Directs financial analysis, planning, procurement and investment of IVDA/SBIAA funds.
  • Involved with payroll analysis and related budgetary activities.  
  • Responsible for the receipt, disbursement, banking, protection and custody of IVDA/SBIAA funds.
  • Insures that IVDA/SBIAA property is appropriately covered by insurance for casualty workers compensation and liability losses.
  • Assigns, coordinates, and performs special projects.
  • Performs other duties as assigned.

Ability to:

  • Plan, organize and direct complex accounting and auditing operations.

  • Prepare complex and comprehensive accounting reports.
  • Understand, interpret, explain and apply federal, state and local policy, law, regulations and court decisions applicable to fiscal matters.  
  • Train, supervise, and evaluate assigned personnel.

  • Operate a computer to enter and retrieve data, maintain records, and generate reports.

Job Requirements


Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

  • A Bachelor’s Degree in Accounting, or coursework equivalent to a major in Accounting or Finance, plus at least five (5) years of experience as a director or manager of an accounting function in a governmental, nonprofit, private sector agency or Part 139 airport
  • Desired Experience; a Master’s degree in Business or Public Administration, and/or additional financial certificates


  • CPA Certification required. 
  • Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
