    Hartford is the capital city of the U.S. state of Connecticut. It is located in Hartford County on the Connecticut River, north of the center of the state, 24 miles (39 km) south of Springfield, Massachusetts. Its 2006 population of 124,512 ranks Hartford as the state's second-largest city, after Bridgeport. New Haven, 40 miles (64 km) to the south, has a population nearly identical to that of Hartford. Greater Hartford is also the largest metro area in Connecticut and 45th largest in the country (2006 census estimate) with a metropolitan population of 1,188,841. Nicknamed the "Insurance Capital of the World"​, Hartford houses many of the world's insurance company headquarters, and insurance remains the region's major industry. Almost 400 years old, Hartford is among the oldest cities in the United States, and following the American Civil War, Hartford took the mantle of the country's wealthiest city from New Orleans. In 1868, Mark Twain exclaimed: "Of all the beautiful towns it has been my fortune to see, Hartford is the chief"​. With a new convention center and hotel, a recently completed science center, the reclaimed riverfront, and an infusion of residential and commercial ventures in the city, Hartford has begun to attract new development, especially downtown, after years of relative stagnation. It is home to the nation's oldest public art museum (Wadsworth Atheneum), the oldest public park (Bushnell Park), the oldest continuously published newspaper (The Hartford Courant), the second-oldest secondary school (Hartford Public), and until its recent closure, the sixth-oldest opera company in the nation (Connecticut Opera).

    Description

    Vacancy is in the Flood Control Division of the Public Works Department. Under supervision performs maintenance on the mechanical, structural and electrical facilities of city buildings, pump stations, drainage structures, and ponds by assisting a licensed journeyman in: maintaining existing steam lines, plumbing installations and appliances; installing new facilities or extending existing ones; carpentry, masonry and electrical repairs and construction. Performs a wide variety of routine repair work in all of the maintenance trades. Maintains existing plumbing and steam lines and fixtures by cutting, threading and replacing pipes, valves, dials, sweating joints, packing and washers on faucets; cleans traps and replaces worn or defective fittings. Assists the team leader and mechanics with the operation, maintenance, and repairs of the pump stations during maintenance cycles and storm events. May assist with minor electrical repairs. Performs a wide variety of routine or sub-journeyman level tasks in all of the maintenance trades.     This is a 1716 union position and the hours of work are 40 per week.

    Knowledge, Skills & Abilities

    The examination will consist of rating your training and experience as contained on your application and may include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure:

    Knowledge of:
    • Tools, materials, methods and practices of maintenance, mechanical, and structural repair
    • Operating principles of a variety of mechanical and electrical fixtures and equipment
    • Occupational hazards and safety precautions

    Skill in:
    • Use and care of tools and equipment of the maintenance trades

    Ability to:
    • Perform a wide variety of trades tasks at a sub-journeyman level
    • Understand and follow oral and written directions
    • Follow standard safety protocols
    • Understand and execute flood fighting procedures and protocols

    Physical Demands and Working Conditions:

    Work in this class may require travel from site to site. Incumbents may be required to work extended hours including evenings and weekends and be called back to work in accordance with the current contract. Incumbents may be required to work outdoors in all weather conditions. Incumbents may be required to: wear protective gear; work with hazardous materials and power equipment; be exposed to noise, dust, fumes, noxious odors, and gases; and lift and carry items weighing 50 pounds. Incumbents may be required to be in confined spaces and to kneel or stand for extended periods of time in the same position.

    Qualifications

    Open to all applicants who meet the following qualifications:

    Completion of the eighth school grade AND one year of experience in general construction or in the maintenance of buildings, grounds, and equipment.

    Licenses; Certifications; Special Requirements:

    Possession of a valid Class D driver’s license.
