    The Information Technology Manager is a management position within the Information Technology Department with specific program administration responsibilities. It is distinguished from the Information Technology Director in that the latter has overall responsibility for the City’s technology plan, and the improvement of information management and provides the vision and direction needed to make Citywide data sharing operational; serves as the advisor to the City Manager and Department heads on electronic data processing systems, processes and procedures; and serves as a member of the City’s executive leadership team.

    The ideal candidate is a hands-on, technically skilled Information Technology leader with extensive experience in managing enterprise infrastructure and cybersecurity operations within a complex and full-service IT department.     Examples of Duties

    Duties may include, but are not limited to, the following:
    • Implements departmental policies and procedures.
    • Plans, organizes, directs, supervises, trains, and evaluates the work of assigned staff.
    • Evaluates operations and activities of assigned responsibilities.
    • Represents the department in communication with internal department directors as well as outside agencies and organizations.
    • Monitor changes in local, state, and federal regulations and accreditation standards affecting information security and make policy recommendations.
    • Analyzes and anticipates growth needs of the City's application server resources, ensuring the acquisition and timely implementation of required resources.
    • Maintains expertise in City standard server hardware, database, operating systems, and software products.
    • Oversight of application server hardware and software acquisitions, installation, and maintenance.
    • Directs the provision of technical operating system, database and application software support.
    • Manages and provides systems administration and technical support for the City’s systems.
    • Manages and provides security functions, systems backups and data recovery processes for the City’s resources.
    • Ensures that the resolution of client assistance and service requests is achieved within previously approved performance measures and client directed service levels.
    • Compiles and maintains documentation and establishes appropriate procedures.
    • Participates in and/or leads project teams to ensure successful implementation of new systems or upgrades to existing systems.
    • Serves as a liaison with hardware and software vendors for the proper acquisition, installation, operation, and maintenance of City resources.
    • Develops, administers, and manages job schedules for the City’s system administration and operation functions.
    • Administers user and technology support programs and activities.
    • Work with City departments on the development and implementation of goals, policies, and priorities relating to City-wide host data, networking, and voice
      applications.
    • Participates in the planning and evaluation of IT solutions.
    • Maintains the security and accessibility of the City's computer and network systems, including firewall administration and disaster recovery plan
    • Plans, develops and implements a computerized mapping system that allows the integration of all the City’s geographically referenced data.
    • Directs design stages of system development.
    • Sets and manages priorities for GIS development and application. Establishes and enforces procedures and standards for system operation.
    • Coordinates project and work schedules in accordance with project requirements and priorities.
    • Prepare budget recommendations and/or monitor budget expenditures for assigned division(s).
    • Oversees application development, contract development, vendor management, and/or software acquisition.
    • Creates graphical and tabular output such as maps, charts, and spreadsheets for use in project analysis, council presentations, public reference, etc.
    • Meets and works with users, information services staff, and vendors to define and implement appropriate GIS applications throughout the City.
    • Maintains records, program documentation, and use procedures.
    • Conducts feasibility studies, summarizes findings, and recommends action.
    • Serves as the City's GIS point of contact.
    • Oversees the interfacing and interaction of hardware and GIS software components.
    • Provides operational support to GIS end users.
    • Develops standard data formats and data entry procedures.
    • Supervises and participates in the development of GIS-specific computer programs.
    • Overseeing daily IT operations in network, systems, and cybersecurity program management
    • Enhancing cybersecurity maturity while maintaining the reliability of core city infrastructure
    • Supporting project delivery, vendor management, and internal process improvement.
    • Support Helpdesk operation and provide management oversight
    • Performs other related duties as assigned.


    Typical Qualifications

    EDUCATION AND EXPERIENCE

    Education:
    • Possession of a Bachelor’s degree from an accredited college or university in Computer Science, Information Systems, Public or Business Administration, or a closely related field (or Geography, Engineering or Urban Planning if assigned to GIS role).
    • Substitution: An Associate’s degree from an accredited college or university in a closely related field as described above, and an additional two (2) years of qualifying experience as described below may be substituted for the Bachelor’s degree requirement.

    Experience:
    • Four (4) years of increasingly responsible experience in information technology project management, system administration, and integration, including at least two (2) years of supervising professional and technical staff. Experience working in a public or governmental agency environment is highly desirable.

    Desirable Experience and Knowledge:
    • Proven leadership in managing enterprise infrastructure (servers, networks, telecommunications, cloud services, and virtualization platforms)
    • Cybersecurity program development and management
    • Experience in implementing or managing cybersecurity frameworks (e.g., NIST CSF, CIS Controls, ISO Standards)
    • Demonstrated ability to manage and mentor technical staff in both operational and project-based work.
    • Experience in municipal or public-sector IT environments, with knowledge of procurement, budgeting, and compliance
    • Familiarity with Microsoft 365, Azure, Cisco networking, and wireless systems
    • IT Policy development and implementation


    LICENSE OR CERTIFICATE

    Incumbents must be able to travel to various locations within and outside of the City of Milpitas to fulfill job responsibilities.
    • Possession and maintenance of a valid California Driver’s License is required.

    SELECTION PROCESS
    The selection process will consist of an evaluation of the applicant's training and experience based on the application and responses to the Supplemental Questionnaire. Only the candidates whose backgrounds best match the position will be invited to proceed in the selection process. Additional phases of the selection process will consist of one or more interviews.

    SUPERVISION RECEIVED AND EXERCISED
    Receives general direction from the Information Technology Director or designee. Depending on the assignment area, exercises general direction over assigned subordinates including Information Technology Analysts, Business Systems Analysts or Information Technology Technicians.
    FLEXIBLE / HYBRID SCHEDULE
    The IT Department typically works from home (remote) on Fridays, depending on operational needs and performance.

    RETIREMENT
    Membership in CalPERS (2% at 60 or 2% at 62 with three year average salary). City of Milpitas employees do not participate in Social Security,but do contribute to Medicare.

    MEDICAL INSURANCE
    Choice of CalPERS Medical Plans. City pays coverage up to the Kaiser rate (currently $2,228.36/mo. for family). Employees who waive health coverage are eligible to receive $125 per month in lieu of medical plan coverage with proof of other coverage.

    RETIREE MEDICAL
    Employees are eligible upon CalPERS retirement from the City to receive up to 100% retiree medical coverage (currently based on the Kaiser health rate), based on years of service.

    DENTAL & VISION
    City provides full family coverage for Delta Dental and MES Vision at no cost to the employee.

    LIFE INSURANCE
    City provides $50,000 term policy. Supplemental employee-paid life insurance is available up to $500,000, based on carrier acceptance.

    DISABILITY INSURANCE
    City provides a Short-Term Disability plan similar to State Disability Insurance (SDI) coverage. Employees do not participate in SDI. Long-Term Disability coverage of 60% of base salary up to $1,500 per month is available after a 60-day waiting period. Additional buy-up options for LTD are available up to $6,000 per month.

    DEFERRED COMPENSATION
    City contributes $75 per month on the employee's behalf.

    VACATION
    Hourly employees earn 11-31 days of vacation and Exempt employees earn 16-36 days of vacation based on years of service.

    HOLIDAYS
    Employees receive 12 paid holidays and one (1) floating holiday per year.

    SICK LEAVE
    Employees earn 12 days annually.

    TUITION REIMBURSEMENT
    Employees are eligible to receive up to $2,000 per fiscal year in tuition reimbursement.

    FITNESS PROGRAM
    Employeesare offered free access to City-sponsored sports and fitness programs.
