  • Job Description

    Overview

    The Lead Airport Operations Specialist performs airport safety inspections required for airport certification by the Federal Aviation Administration (FAA). The position's major objective is to ensure that the airfield is operated and maintained according to the certification requirements of the FAA. The inspections are a requirement for the airport to maintain its operating certificate. The secondary functions are scheduling of shift coverage and ensuring the mandated FAA and TSA training takes place according to regulatory schedules.

    Responsibilities

    • Complete FAA Part 77 and 139 inspections; these inspections include pavement, lights and signs, markings, safety areas, perimeter fencing, and activities and obstructions in proximity to the airport

    • Complete animal counts, fence checks, and wildlife control which are required tasks under the Airport Wildlife Control Plan

    • Collect information on wildlife strikes, report them to the FAA, and maintain a database of the strikes used to monitor the effectiveness of the Wildlife Control Plan

    • Check for signs of wildlife activity on the airport and use various techniques to remove the wildlife from the airport

    • Finds and reports discrepancies on the airfield

    • Works with the airfield maintenance and electrical sections to ensure that the repairs are within FAA tolerances

    • Coordinates work in the safety areas and on the paved surfaces with FAA, airport uses, and the maintenance staff

    • Instructs new and current airport ID holders on the Airport Security Program badge holder responsibilities and requirements and the proper method of operating vehicles on the airport

    • Maintains the course material to ensure compliance with changing regulations and airport conditions

    • Performs ramp checks for unauthorized personnel, fence patrols for damage, and terminal patrols to ensure that access control points are secured and functioning properly

    • Monitors activities on the airport; this includes recording aircraft using the aprons and terminal gates

    • Monitors the airport tenants for compliance with the Minimum Standards, Storm Water Pollution Prevention Plan, and lease agreements

    • Monitors construction activities to ensure that the activities do not pose a danger to aviation

    • Performs functions for the position per the Airport Emergency Plan for aircraft incidents, fires, hurricanes, tornadoes, power failure, crowd control, terroristic threats, hazardous materials, and other threats to the airport

    • Maintains the course material to ensure compliance with changing regulations and airport conditions

    • Schedules Operations Specialists to ensure that coverage is in place 24/7/365

    • Responsible for the continuing training of Operations Specialist including the development of lesson plans and a training curriculum

    • Works with the Airport Public Safety Training Coordinator on training

    • May be asked to perform other duties as assigned

    Position Type and Typical Hours of Work

    • Non-Exempt - Full-Time
    • Flexibility to work evenings, weekends, and holidays is a schedule requirement

    Minimum Qualifications

    • Bachelor's degree

    • Three (3) years of experience in Airport Operations

    Licenses and Certifications

    Required

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

    Required within one (1) year of hire

    • American Association of Airport Executives (AAAE) Certified Member (CE)

    Employment Testing

    Employment is contingent on passing any post-offer pre-employment screening as listed below:

    • Drug Screening: Yes

    • Physical Exam: Yes

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
