    About the Opportunity

    **** THIS RECRUITMENT WILL CLOSE AFTER 50 APPLICATIONS ARE RECEIVED**** THE POSITION The Confidential Assistant II (Investment), under close supervision, provides entry-level analytical, administrative, and operational support to the Investment Program of the Stanislaus County Employees’ Retirement Association (StanCERA). Assists professional investment staff by compiling data, preparing routine reports, maintaining documentation, and supporting investment operations related to public and private market investments. This is a temporary (one-year), non-permanent part-time classification intended to provide practical exposure to institutional investment management within a public pension fund environment. The Confidential Assistant II performs assigned duties under close supervision and direction and does not exercise independent judgment, decision-making authority, or investment discretion. The classification is distinguished from the Investment Officer I in that the Confidential Assistant II performs more routine, structured, and closely supervised tasks and does not standardly conduct independent analysis or make recommendations.
    Part-time extra-help is a provisional classification where permanent status may not be obtained. This position is subject to overtime, standby, shift, and call back assignments and will perform related duties as assigned. This position is non-benefited except for participation in a 401a program with Nationwide.

    Typical Tasks

    • Assist in compiling data and performing basic research related to investment policies, asset classes, portfolio exposures, securities, and market or economic information, as directed;
    • Assist with the preparation of routine investment reports, schedules, exhibits, and supporting materials for Board of Retirement meetings;
    • Provide administrative and project support related to custodian performance reporting, including tracking deliverables, coordinating requests, and maintaining supporting documentation;
    • Assist with auditing, organizing, and maintaining investment-related documentation in accordance with Investment Policy and internal procedural requirements;
    • Assist with routine updates to StanCERA’s investment-related website to ensure timely posting of reports and approved materials;
    • Attend investment manager meetings, due diligence calls, and internal discussions; prepare written summaries of key topics, discussion points, and follow-up items;
    • Compile and organize portfolio exposure data for both public and private investments, including real estate assets and portfolio company level data for staff review;
    • Assist with the development and maintenance of Bloomberg dashboards and other portfolio monitoring tools used by investment staff;
    • Assist with the projection and monitoring of StanCERA benefit payments, administrative expenses, and employee and employer contributions from all sources;
    • Assist with private market capital call tracking and cash flow forecasting by compiling historical and projected data;
    • Assist with the compilation, reconciliation, and tracking of investment manager fees and expenses, including preparing summary reports for staff review;
    • Assist with preparation and filing of operational and compliance-related documentation, including tax reclaims, relief-at-source filings, proxy voting authorizations, and powers of attorney;
    • Assist with investment-related accounting activities;
    • Assist with custodian bank-related operational activities, including new account setup, account maintenance, reconciliations, and ad hoc data requests;
    • Provide general investment operations and administrative support;
    • Assist staff with technical, stakeholder, board, and customer support as requested; and
    • Perform special projects and related duties as assigned.


    Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

    EDUCATION/EXPERIENCE
    PATTERN I
    • Two (2) years of journey-level clerical experience with institutional investment operation experience (StanCERA, County, or similar large institutional investor)
    PATTERN II
    • One (1) year of journey-level clerical experience with institutional investment operation experience (StanCERA, County, or similar large institutional investor); AND
    • 30 college semester units or 20 college quarter units in Human Resources Administration, Communications, Business Administration, Public Administration, or a closely related field.
    PATTERN III
    • Six (6) months of journey-level clerical experience with institutional investment operation experience (StanCERA, County, or similar large institutional investor); AND
    • 60 college semester units or 40 college quarter units in Human Resources Administration, Communications, Business Administration, Public Administration, or a closely related field.

    DESIRABLE QUALIFICATIONS In addition to the minimum qualifications, applicant screening may focus on the following desirable qualifications. Please list any of these qualifications you may have within the "duties" section of the online application.
    • Three (3) months experience at StanCERA or other public pension plan; OR
    • Three (3) months experience with County (including County internship program); OR
    • Three (3) months experience with institutional investment operation (StanCERA, County, or similar large institutional investor).

    Most County recruitments consists of the steps detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.

    • Written Examination. Applicants will be invited to participate in a written exam that tests knowledge for the position.
    • Oral Examination. Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.
    • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months, but may be extended up to eighteen months.
