GeneralThe Administrative Analyst III (Planning & Fund Management) performs advanced-level financial, analytical, and program management work for funded projects and programs of the San Mateo County Transportation Authority (TA).
Essential Functions & Duties- Lead and manage Measure A and Measure W Calls for Projects, including evaluation of funding requests for highway, pedestrian/bicycle, shuttles, Caltrain, grade separation, transportation demand management, and regional transit connections programs.
- Support budget, cost analysis, and financial tracking for Transportation Authority (TA) funded capital projects.
- Monitor and analyze financial activity for funded projects to ensure compliance with approved scope, schedule, and budget.
- Provide financial and administrative support for quarterly and annual reporting to the TA Board of Directors.

Examples of Essential Duties: - Support development and monitoring of annual operating and capital budgets.
- Perform complex financial and data analysis, including tracking, monitoring, and forecasting project and program expenditures.
- Maintain accurate records for contracts, funding agreements, and project files.
- Track and manage project and program allocations and funding availability.
- Oversee invoicing, reimbursements, and progress reporting for funded projects and programs.
- Administer and manage the TA’s grants management platform, including user access, workflow coordination, data integrity and ongoing process improvements.
- Lead preparation of the TA Quarterly Capital Status Report.
- Coordinate with internal departments and external partners on funding applications, progress reporting, and processing of funding agreements and invoices.
- Establish and maintain cooperative, professional, and effective working relationships with internal and external customers.

Minimum QualificationsSufficient education, training and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
- AA degree in Business Administration or related field.
- Five (5) years of full-time experience in an administrative support position.
Preferred Qualifications: - Proficient in word-processing (Microsoft Word), spreadsheet applications (Excel), and PowerPoint presentations.
- Excellent oral and written communication skills.
- Ability to handle multiple and complex work assignments and handle confidential/sensitive information.
- Knowledge of PowerPoint, Access and Microsoft Outlook.
