    General

    The Employee Relations Analyst is responsible for providing analytical and technical support to Employee and Labor Relations programs including grievances and collective bargaining, drug and alcohol, and DMV employer pull notice for the San Mateo County Transit District (SamTrans), and performance management for SamTrans, the Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA).

    Essential Functions & Duties

    Examples of Essential Functions:
    • Serve as the District’s subject matter expert in performance management including educating internal stakeholders, partners, and staff on guidelines, policies, and procedures and communicating updates to the District’s program.
    • Provide first level support in labor and employee relations matters including interpreting and developing resolutions for collective bargaining agreement (CBA) disputes as well as personnel policy and procedural issues.
    • Research and recommend solutions to performance management issues in partnership with administrative staff and Deputy Director Employee Relations.
    • Develop reports, provide analysis, and generally support employee relations programs including union arbitration and grievances, performance management, and the SamTrans Drug & Alcohol, DMV Employer Pull Notice, and return to work activities.

    Examples of Essential Duties:
    • Monitor and analyze SamTrans grievance and District performance management programs for compliance and implement best practices for where appropriate.
    • Independently consider options to improve Employee Relations programs effectiveness, determining opportunities to implement new strategies and techniques for improvement.
    • Responsible for day-to-day administration and staff level education of the District’s performance management tool.
    • Provide advice and counsel to Bus Operations (Transportation and Maintenance) managers and supervisors on grievance related issues.
    • Develop and maintain a positive working relationship with all managers, employees and union representatives.
    • Assist with other Employee Relations programs including the SamTrans Drug and Alcohol Program, DMV Employer Pull Notice Program, ADA Interactive Process, Expediated Arbitration, and Formal Arbitration Process.
    • Assist in employee investigations and resolving grievance matters.
    • Perform all job duties and responsibilities in a safe manner to protect yourself, your fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
    • Perform other duties as assigned.

    Supervision: Works under the general supervision of the Deputy Director, Employee Relations who establishes goals and objectives and evaluates performance.

    Minimum Qualifications

    Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
    • A bachelor’s degree in human resources management, business administration, labor relations or directly related field.
    • Two (2) years full-time progressively responsible experience in human resources, employee relations, or related field.

    Preferred Qualifications:
    • Experience providing employee relations or human resources support with union and non-union workforces.

    Holidays and Paid Time Off:
    • Paid Time Off - Newly hired employees accrue 6.5 hours bi-weekly when hired (if Exempt 8.25 hours).As you move up in years of service credit, the rate of the amount of PTO accrued will also increase.
    • Paid Holidays - The District provides seven paid holidays throughout the year - New Years Day, Martin Luther King Jr. Day, Memorial Day, Independence Day (July 4th), Labor Day, Thanksgiving Day and Christmas Day
    • Floating Holidays - District employees can earn up to five (5) floating holidays.

    Financial Planning Benefits:
    • Pension Benefits through CalPERS -You must have a minimum of 5 years of service to be eligible for this pension.
    • CalPERS PEPRA vs. Classic - All employees hired on, or after January 1, 2013, are considered PEPRA members and will contribute 8% of their salary up to the maximum IRS cut-off. All Classic members will contribute 6%
    • Deferred Compensation Options - Select to contribute to one or both of our Tax Deferred Compensation Options
    • Reliance Standard Life Insurance with 100% premium paid by the District - 1 times annual salary of employee - max $200,000
    • Optional Life Insurance - Employees may purchase additional life insurance for themselves and their eligible family members.
