    Description

    Under general direction, the Supervising Contracts Administrator provides management expertise to the Contracts department within the Health Care Agency (HCA). This position is responsible for the drafting (which may include negotiations) and execution of a wide variety of contract documents for HCA and assisting operations personnel with contracting needs during the contract administration phase. This position will assist in setting department goals, documenting contracting policy, and recommending process improvements.

    THE IDEAL CANDIDATE
    The ideal candidate will possess deep contracting knowledge, strong analytical skills, and the ability to manage heavy workloads under tight deadlines. They will excel in identifying cost-saving opportunities, negotiating favorable terms, and ensuring compliance with County policies and regulations. The ideal candidate will also possess experience in drafting and preparing contract documents, collaborating with internal teams and vendors. The ability to utilize electronic database systems, including but not limited to, Microsoft Office (Word, Excel, SharePoint), DocuSign, and contract management systems is essential. Key skills for the position include leadership, communication, negotiation, and writing.

    The Supervising Contracts Administrator is a management-level position responsible for overseeing complex healthcare contracting functions and serving as a primary advisor to Agency leadership.
    WHAT WE OFFER
    The County of Ventura offers an attractive compensation and benefits package. In addition to the annual salary, an employee within these positions may also be eligible for the following:
    • Bilingual Incentive - Incumbents may be eligible for bilingual incentive depending upon operational needs and certification of skill.
    • Educational Incentive - Incumbents may also be eligible for an educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor’s degree, or 5% for completion of a graduate degree for educational attainments not specifically required by the position.
    • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan.
    • Health Plans - Full-time employees are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
    • Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursement of pre-tax dollars for IRS approved dependent care and health care expenses.
    • Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.
    • Holidays - 13 paid days per year which includes a scheduled floating holiday.

    AGENCY/DEPARTMENT: Health Care Agency - Administration

    PAYROLL TITLES: Program Administrator I

    Program Administrator I is a management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.

    The eligible list established from this recruitment may be used to fill current and future Regular, Temporary, Fixed-term, Intermittent, or Extra Help vacancies for this position only. There is currently one (1) Regular vacancy.

    Examples Of Duties

    Duties may include but are not limited to the following:
    • Performs the drafting and execution of a wide variety of contract documents, including terms and conditions, for HCA equipment, supplies, and services, to ensure compliance with County polices, local, state, and federal statutes and guidelines, and governing regulatory bodies.
    • Manages the contract life cycle end-to-end.
    • Provides guidance and direction to staff and stakeholders regarding healthcare contracting requirements, timelines, and best practices.
    • Consults with County administrators and legal counsel regarding the legal interpretation of laws and regulations related to procurement and/or contract terms and conditions.
    • Researches, prepares, and edits reports and correspondence regarding technical contract issues, including preparing letters to be presented to the Board of Supervisors, and manages the workflow process through the final approval and execution of agreements.
    • Oversees and coordinates contracting activities with other divisions, programs, outside agencies, and vendors.
    • Represents the department in management, program, and personnel matters.
    • Manages, plans, organizes, and directs complex activities for the department, and recommends enhancements to the decision support processes.
    • Assists with and/or develops, reviews, and revises a wide variety of policies and procedures related to contract activities within HCA to ensure operational efficiency and cost effectiveness.
    • Serves as a subject matter expert and advisor to department leadership on healthcare contracting strategy, compliance considerations, and risk mitigation.
    • Performs other related duties as required.


    Typical Qualifications

    These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE

    Some to considerable administrative support experience coupled with contract development experience and competency in technical knowledge of the program area. An example of qualifying experience is:
    • A bachelor's degree, in business administration, finance, or a related field AND
    • Two (2) years of recent, paid professional-level experience negotiating, drafting, executing, and managing contracts for a wide variety of equipment and services, including some work experience in a health care setting managing contracts for products and services utilized in health care.

    OR
    • Six (6) years of recent, paid professional-level experience negotiating, drafting, executing, and managing contracts for a wide variety of equipment and services, including some work experience in a health care setting managing contracts for products and services utilized in health care.

    NECCESARY SPECIAL REQUIREMENTS
    • Demonstrated professional experience drafting, negotiating, and managing healthcare contracts, including medical services, professional services, or provider agreements.
    • Experience managing the full contract lifecycle, including contract initiation, negotiation, execution, amendments, renewals, and close-out
    • Experience working in a large organization managing the contract drafting and execution processes.

    DESIRED
    • Public sector contract management experience
    • Experience preparing, coordinating, and routing contracts or agreements requiring approval by a governing body.

    KNOWLEDGE, SKILLS, and ABILITIES
    Working knowledge of:
    • The principles, practices and techniques of contract document drafting, management, compliance, and administration.
    • The principles of research, analysis, and report writing.
    • Knowledge of federal, state, and local, laws, rules, regulations, policies, processes, and trends pertinent to contracts within a health care setting.
    • Healthcare contracting structures and compensation methodologies, including hourly, flat-fee, and not-to-exceed arrangements, and general familiarity with fair market value (FMV) considerations.

    Skill in:
    • Microsoft Word, Excel, Outlook, SharePoint,
    • Contract management systems

    Ability to:
    • Research and draft contract documents; prepare documents for review and approval;
    • Manage the contracting processes and provide necessary and relevant information.
    • Actively listen to HCA stakeholders and think critically and creatively to ensure their contracting needs are met in a timely manner.
    • Exercise good judgment in making decisions.
    • Work well under pressure of multiple priorities and short deadlines.
    • Compile and analyze financial, narrative, and statistical information related to contracts management.
    • Demonstrate creativity and resourcefulness in proposing recommendations for improvement.
    • Communicate effectively, both orally and in writing.
    • Establish and maintain effective working relationships with those contacted in the course of work.
    • Interpret, summarize and explain the implications of complex documents.
    • Prepare clear, concise, and comprehensive administrative and technical reports.

    TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.     ORAL EXAMINATION - 100%: A job-related oral examination may be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

    NOTE: The selection process may consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence.     Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
