    WHAT WE OFFER:
    In addition to an annual base salary of up to $162,944 - $239,551, this position will receive an attractive benefits package that includes:
    • EDUCATIONAL INCENTIVE: may be eligible for 2.5%, 3.5%, or 5%, based on completion of an associate, bachelor's, or master's degree from an accredited institution not required for the position.
    • RETIREMENT/SOCIAL SECURITY: Defined retirement benefits vest after 5 years of service. The County and you also each contribute to Social Security. For more information, visit: https://www.vcera.org/ .
    • HEALTH PLANS: Medical, dental, and vision plans for you and your dependents. A flexible credit allowance of up to $26,626 annually.
    • FLEXIBLE SPENDING ACCOUNTS: Increase your spending power by reimbursing you with pre-taxed dollars for IRS approved dependent care and health care expenses.
    • EXECUTIVE ANNUAL LEAVE: 248 hours earned per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15 years of service. *Credit for prior public service may be considered (Management Resolution, §1202)
    • ANNUAL LEAVE REDEMPTION: The ability to “cash in” or redeem up to 100 hours of Annual Leave per year after using 80 hours of annual leave within the previous 12 months (Management Resolution, § 1205).
    • HOLIDAYS: 13 paid days per year, including 1 floating holiday to use at your discretion.
    • DEFERRED COMPENSATION: You may elect to contribute to one or both of the County's deferred compensation plans (established under Internal Revenue Code sections 401(k) and 457). If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 3% of your salary, on a per pay period basis. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan.

    Under general direction of the Deputy Director Health Care Agency, incumbent is responsible for the drafting (which may include negotiations) and execution of a wide variety of contract documents; the development, planning, staffing, coordinating, supervising, and directing of services that support the Agency Contracting Department; and, in line with Agency goals, formulating and recommending operations policies and procedures as they relate to Agency contracting needs.

    The ideal candidate will have demonstrated the ability to negotiate, develop, and execute a wide range of contracts, memoranda of understanding, and other contracting documents; possess a comprehensive understanding of contract law and other laws, regulations and practices governing health care contracting; have strong management, organizational, and leadership skills to coordinate the work of professional and technical personnel; and the ability to effectively manage a large workload and multiple sensitive priorities.

    PAYROLL TITLE: Chief Hospital Operations-E

    The Director - HCA Contracts Management is an at-will position which is exempt from the provisions of the Civil Service Ordinance and is eligible for benefits at the MB2 level.

    TENTATIVE SCHEDULE:
    OPENING DATE: December 29, 2026
    CLOSING DATE: Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs.

    Examples Of Duties

    Duties may include but are not limited to the following:
    • Manages the Agency's contracting department responsible for drafting (which may include negotiating) and execution of contracts and contracting documents for equipment, supplies and services;
    • Ensures compliance with County polices, local, state and federal statutes and guidelines, and governing regulatory bodies;
    • Researches and compiles relevant information and applies that knowledge to appropriately execute contract documents;
    • Advises operations and other Agency stakeholders in determining the best methods for contract execution;
    • Recommends operating policies and procedures to meet Agency goals and objectives related to Agency contract activities;
    • Attends meetings of the Board of Supervisors and its committees as assigned;
    • Participates in Agency performance, compliance, and quality improvement efforts;
    • Works directly with other County departments and agencies and represents the Agency's interests at the local, state, and federal levels; and
    • Performs other related duties as assigned.


    Typical Qualifications

    EDUCATION, TRAINING, and EXPERIENCE

    Any combination of education and/or experience that would equal a bachelor’s degree in health or business administration, or related field and increasingly responsible experience drafting and managing contracts. Candidates should demonstrate prior experience working in a large organization where they managed the contract drafting and execution processes.

    Examples of qualifying experience would include:
    • Bachelor's degree, preferably in health or business administration, finance, or a related field and three (3) to five (5) years of recent, paid professional-level experience negotiating, drafting, executing, and managing contracts in a large organization.

    OR
    • Seven (7) years of recent, paid professional-level experience negotiating, drafting, executing, and managing contracts in a large organization.

    NECESSARY SPECIAL REQUIREMENT
    • Must possess or be able to obtain and maintain a valid California driver license.
    • Completion of and passing a thorough background investigation, which may include a CA DOJ and FBI Live Scan.

    DESIRED
    • Possession of a juris doctorate
    • Experience managing contracts for products and services utilized in health care
    • Public sector contract management experience
