    Overview

    The Deputy Emergency Management Coordinator Acts as Emergency Management Coordinator as needed, providing leadership and oversight. Develops and maintains the City's Emergency Operations Plan and related documents. Plans and delivers emergency management training, exercises, and system instruction (WebEOC, Regional Reverse Alert). Supervises temporary OEM staff during emergency activations and hurricane season. Manages emergency management programs and leads public preparedness and outreach efforts.

    Responsibilities

    • Manages office operations and policies and serves as the Emergency Management representative to the Fire Chief, City Manager's Office, and Mayor's Office as directed or in the absence of the Coordinator

    • Coordinates the development, implementation, and oversight of emergency management plans and core program activities

    • Identifies, evaluates, and monitors potential hazards that may impact the City of Corpus Christi

    • Assume full management responsibility for the office services and activities and recommend and administer policies and procedures

    • Coordinates emergency management training programs, drills, and exercises; maintains ICS training records; prepares course materials, exams, and required documentation for TDEM

    • Provides WebEOC training and supports Emergency Operations Center (EOC) activation readiness, including incident setup, systems, equipment, and displays

    • Manages activation and training supplies and coordinates partner agencies to support all-hazards planning

    • Assists with the development and administration of the office budget, including expenditure monitoring, approvals, and adjustments

    • Tracks personnel attendance, administrative expenses, and participation in training and exercises

    • Documents and maintains records for emergency management activities, compliance, reimbursement, reporting, and grant administration

    • Train administrators on the use of the notification system

    • Administer user management functions, including adding and removing system users

    • Manage system groups as requested by partner organizations

    • Manage accounts and resolve account-related issues as needed

    • Create and manage monthly notification messages for training purposes and distribute them to designated groups

    • Train jurisdiction administrators on how to administer WebEOC for their respective jurisdictions

    • Create incidents in WebEOC and assign groups as requested for the city and surrounding jurisdictions

    • Track Complete monthly Fusion WebEOC Incidents user for the activity

    • Complete Fusion Incidences for the Texas Department of Emergency Management as requested

    • Attend WebEOC workshops to maintain and enhance system knowledge

    • Manage the Office of Emergency Management's Facebook and X (Twitter) accounts

    • Post and tweet relevant content to inform and engage the public

    • Track growth and engagement, including likes, followers, and interactions

    • Maintain and update the Office of Emergency Management webpage

    • May be asked to perform other duties as assigned

    Position Type and Typical Hours of Work

    • Exempt - Full-Time
    • Flexibility to work evenings, weekends, and holidays is a schedule requirement

    Minimum Qualifications

    • Bachelor's Degree (BA/ BS)

    • Four (4) years of related job experience

    Licenses and Certifications

    Required

    • A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

    Required Within 30 Days of Hire

    • ICS Training: 100, 200, 700 and 800

    Required Within One (1) Year of Hire

    • ICS Training: 300 and 400

    Employment is contingent on passing any post-offer pre-employment screening as listed below:

    • Drug Screening: Yes

    • Physical Exam: Yes

    Basis of Rating

    A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview.
