    About the Department

    The City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. The City Council has a goal of creating 25,000 housing units, 10,000 will be affordable, in the next five years. The Housing Department has an operating budget of approximately $19million annually and 112 employees.

    Position Duties

    The salary ranges for this classification are:
    • Analyst I: $92,994.72 - $113,022.00
    • Analyst II: $101,468.64 - $123,330.48

    The Housing Department is seeking qualified Analysts who will focus on effective grants management using several funding sources: the U.S. Department of Housing and Urban Development (HUD) entitlement programs (CDBG, ESG, HOME, HOPWA); the State of California; and local funds. Many of the contracts relate to homeless response and/or a prioritization of formerly homeless residents for other programs such as tenant-based rental assistance. Some contracts also fund community development infrastructure programs such as the installation of community WiFi networks, City installed physical infrastructure such as Green Alleyways, and minor repair programs for low-income single-family homes.

    In addition to managing grants, this position is responsible for monitoring the grant process to ensure compliance with funding source regulations and contract specifications. Duties include: performing pre-award risk assessments, performing desk audits, conducting in-depth monitoring of high risk agreements, conducting post-award risk assessments, and other tasks related to monitoring and compliance.

    Key Responsibilities of the position will include the following:

    -Performing pre- and post- award risk assessments

    -Conducting desk audits

    -Monitoring high risk agreements for programmatic and fiscal compliance

    -Reviewing contracts, invoices, and reports

    - Evaluating funding applications

    - Providing technical assistance to awarded agencies

    - Monitoring compliance requirements at the federal, state, and municipal levels

    -Managing contracts

    - Tracking payments by funding source

    - Training grantee staff and departmental staff

    - Report writing, correspondence, Council memos

    - This position may prepare, attend, and lead presentations at evening community meetings.

    Minimum Qualifications

    Analyst I

    Education: A Bachelor's Degree from an accredited college or university.
    Experience: None

    Analyst II

    Education: A Bachelor's Degree from an accredited college or university

    Experience: Two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.

    Acceptable Substitution
    Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.

    • Project Management - Ensures support for projects and implements agency goals and strategic objectives.

    • Problem Solving - approaches a situation or problem by defining the problem or issue; determines the significance of problem(s); collects information; uses logic and intuition to arrive at decisions or solutions to problems that achieve the desired outcome.

    • Reliability - Completes quality work assignments in a timely and efficient manner; fulfills responsibilities and maintains confidentiality as appropriate.

    • Teamwork & Interpersonal Skills - demonstrates a positive attitude and flexibility along with the ability to develop effective relationships with co-workers and supervisors by helping others accomplish tasks and using collaboration and conflict resolution skills.

    • Communication Skills - communicates and listens effectively orally and in writing and responds in a timely, effective, positive, and respectful manner; written reports and correspondence are accurate, complete, current; well organized, legible, concise, neat, and in proper grammatical form.
