ABOUT THE POSITIONThe Clark County Department of Aviation (DOA) is seeking accomplished candidates to apply for the Airport Employee Services Analyst I/II - Recruitment position in the Employee Services Division. The position will be assigned to Recruitment and will primarily be responsible for handling full cycle recruitment, including developing and executing recruitment strategies in compliance with all relevant governing authority. In this confidential role, the incumbent will work to fill a variety of DOA classifications, including those governed by the provisions of a collective bargaining agreement. Additionally, this position will provide training to internal team members regarding the recruitment process and other DOA processes and provide feedback regarding aspects of the recruitment process. This customer-service oriented position will work in a fast paced, high-volume environment where great communication and organization are key to being successful. This position will perform other related duties.

This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Employee Services.

MINIMUM REQUIREMENTSEducation and Experience:
Airport Employee Services Analyst I - Bachelor’s degree in Human Resources or Business Administration, or a related field; AND one (1) year of professional human resources support experience; Professional level experience and/or education that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted on a year-for-year basis. Airport Employee Services Analyst II - In addition to the above: One (1) year of full-time professional experience in human resources with major emphasis on functional area related to specific job assignment (i.e., recruitment/selection, classification/compensation, and/or employee/labor relations). Qualifying education and experience must be clearly documented in the “Education” and “Work Experience” sections of the application. Working Conditions: Works in a typical office setting and mayattend meetings outside of normal working hours.
Licensing and Certification: Specified positions may require possession of a valid Nevada Class C Driver's License at time of hire.
Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.
Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers' license laws within 90 days of employment.

EXAMPLES OF DUTIES- Performs a variety of professional level Human Resources duties related to one or more functional areas within the airport employee services system.
- Conducts job analyses to support recruitment activities; designs and implements recruitment programs to obtain qualified candidates; prepares job announcements, advertisements, and other recruitment materials.
- Coordinates, designs and administers job-related selection procedures, including, but not limited to, application reviews, written and performance tests, and interviews and assessment techniques; screens applications for qualifications; provides for the establishment of employment lists.
- Conducts organizational and classification studies and audits and prepares reports, recommendations and class descriptions; performs job evaluations as required for the Department of Aviation.
- Collects compensation and benefit data and prepares analyses and reports; provides classification, compensation, benefits and other information to other agencies.
- May develop employee engagement and recognition programs to support airport initiatives.
- Provides training as a subject matter expert related to assigned area of expertise.
- Provides expertise and advice to management regarding the handling of employee/labor relations issues; interprets collective bargaining agreements.
- Conducts research and collects various information in support of labor negotiations; may serve on the negotiating team with employee organizations and/or for grievance proceedings; conducts grievance and disciplinary investigations; makes recommendations and provides related professional support.
- Confers with and interprets policies, procedures and regulations to airport staff and the public.
- Assists in the development and implementation of computerized Human Resources systems (HRIS); provides information to information systems staff and may instruct others in system application.
- Analyzes procedures and practices and recommends improvements through consolidation, teamwork or automation.
- Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
- Prepares reports, correspondences and a variety of written materials; prepares and maintains accurate records and documentation of activities.
- Uses standard office equipment, including a computer, in the course of the work.
- May be required to drive a county vehicle or be able to arrange for appropriate transportation to and from other facilities in order to attend.
