    Essential Job Functions

    • Researches and examines property records, legal documents, and historical ownership data to determine ownership and resolve title discrepancies.
    • Prepares and maintains title reports, chain of title histories, and related documents by compiling and documenting research findings.
    • Provides technical guidance and collaborates with County staff to ensure accuracy and consistency in title determinations.
    • Identifies and resolves discrepancies or legal issues in property records by interpreting legal descriptions and verifying compliance with recording requirements.

    Requirements

    REQUIREMENTS TO QUALIFY:

    OPTION I: Five years' experience in searching, abstracting and examining real property titles, two years of which must have included evaluation of all real and personal interests creating limitations, liens, encumbrances of or conditions to land title, and the preparation of preliminary and final title reports or related documents affecting the acquisition of land, with a title company, or government entity in the State of California.

    OPTION II: Two years title examining experience at the level of Title Examiner I* or higher in the service of Los Angeles County.

    *Experience at the level of a Title Examiner I in the service of County of Los Angeles is defined as: Under close supervision, searches, reviews, and examines records and prepares reports of real property titles. For a fuller description of work performed refer to County of Los Angeles Class Specifications for Title Examiner I .

    Note: You may still qualify even if your job title isn’t exactly the same as the ones listed. What matters is that your experience is at a similar level - meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. Please provide a clear explanation of your experience to demonstrate that it is at the appropriate level.

    LICENSE:
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS:
    Physical Class 2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    SPECIAL REQUIREMENT INFORMATION:
    If you are a veteran, you may be eligible for veteran's credit, which is an additional 10% of the total points added to a passing score. We will need a copy of your form DD214 to review, so please include that with your application or email it to the exam analyst at PWExams@pw.lacounty.gov with the subject of "Title Examiner II C2468L" as soon as possible so, if you are eligible for veteran's credit, we can include it before the list is available.

    EXAMINATION CONTENT :

    This examination will consist of TWO (2) parts:

    PART I: Multiple choice and/or simulation assessment(s), weighted at 50%, assessing:

    MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENT(S) ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

    PART II: An evaluation of Training and Experience, weighted at 50%, assessing:

    • Knowledge of Real Property Law and Recording Practices
    • Title Research and Analysis
    • Ability to Read and Interpret Maps
    • Technological Proficiency


    APPLICANTS MUST MEET THE REQUIREMENTS AND ACHIEVE 70% OR HIGHER ON THE COMBINED SCORE OF PARTS I AND II IN ORDER TO BE PLACED ON THE ELIGIBLE LIST.

    ELIGIBILITY AND VACANCY INFORMATION:
    Applicants who passed the assessment(s) are placed on a list in the order of their score group for a period of twelve (12) months. Applications will be processed as they are received and added to the list accordingly. We will use the list to fill vacancies in the Department of Public Works as they occur.
