    Essential Job Functions

    Investigations:

    Assesses or investigates and analyzes complaints under the County Policy of Equity (CPOE); recommends appropriate complaint designation to the County Equity Oversight Panel (CEOP); and/or develops investigative plans consistent with federal and state laws, and county policies and procedures.

    Identifies, gathers, and analyzes relevant evidence (e.g., emails, personnel files, disability compliance documents, incident reports); prepares interview questions and conducts interviews with complainants, subjects, and witnesses; prepares summaries and assessments in accordance with established investigative processes; maintains complete investigative files; and provides updates or responses to administrative entities.

    Prepares, designs, and conducts comprehensive training programs; attends meetings and conferences; and provides advice and information to County departments concerning issues of program development and compliance.

    Utilizes interviews, focus groups, surveys, and other diagnostic tools to identify and help mediate and resolve workplace conflicts and issues related to workplace disputes, including diversity and inclusion.

    Advises and supports County departments in implementing and complying with diversity, equal opportunity, and civil rights-related programs, policies, and procedures; and monitors and evaluates departmental equal opportunity and civil rights programs to ensure ongoing compliance and effectiveness.

    Analyzes and advises County departments on any systemic workplace issues or other barriers to an inclusive work environment.

    Reviews, interprets, and makes recommendations regarding new and proposed State and Federal equal opportunity and civil rights legislation, as well as related County policies.

    Provides written responses to County departments, and State and Federal agencies on CPOE, diversity, equity, equal opportunity, and civil rights-related matters.

    Participates in administrative or legal proceedings, providing documentation, reports, and testimony, as necessary or appropriate.

    Mediation:

    Reviews and analyzes complaints of retaliation, discrimination, harassment, hostile work environment, and inappropriate conduct under the County Policy of Equity (CPOE) for appropriateness of mediation.

    Maintains complete mediation files; and provides updates or responses to legal entities.

    Conducts comprehensive training programs, attends meetings and conferences, and provides advice and information to line departments concerning issues of program development and compliance.

    Utilizes interviews, focus groups, surveys, and other diagnostic tools to identify and help mediate and resolve workplace conflicts and issues related to diversity and inclusion.

    Advises and supports County departments in implementing and complying with diversity, equal opportunity, and civil rights-related programs, policies, and procedures; and monitors and evaluates departmental equal opportunity and civil rights programs to ensure ongoing compliance and effectiveness.

    Conducts training sessions, meetings, and outreach to promote understanding of equity-related issues and best practices in program compliance.

    Analyzes and advises management on systemic issues such as discrimination, bias, stereotyping, and other barriers to an inclusive work environment.

    Reviews, interprets, and makes recommendations regarding new and proposed State and Federal equal opportunity and civil rights legislation, as well as related County policies.

    Provides written responses to County departments, and State and Federal agencies on diversity, equity, equal opportunity, and civil rights-related matters.

    Prepares no-fault settlement agreements.

    Facilitates mediation between individuals or groups to resolve conflicts, misunderstandings, or disputes by guiding constructive dialogue, identifying common interests, and assisting parties in reaching mutually agreeable solutions.

    Equal Employment Opportunity Compliance:

    Investigates and analyzes complaints of discrimination and inappropriate conduct under the County Policy of Equity (CPOE); and develops plans in line with federal, state, and county policies and procedures. [AO1]

    Analyzes workforce and relevant data (e.g., recruitments, promotions, demotions, and other employee transactions); prepares reports and summaries for various agencies (e.g., Board of Supervisors, federal agencies); and makes recommendations on remedying identified problem areas.

    Develops and files required forms with the Equal Employment Opportunity Commission and Equal Employment Opportunity plans with the Department of Justice.

    Conducts focus groups and utilizes interviews, surveys, and other diagnostic methods to identify, mediate, or resolve inter-group conflicts related to diversity issues.

    Conducts comprehensive policy reviews to inform alignment with California laws.

    Conducts comprehensive training programs, attends meetings and conferences, and provides advice and information to line departments concerning issues of program development and compliance.

    Advises and supports County departments in implementing and complying with diversity, equal opportunity, and civil rights-related programs, policies, and procedures; and monitors and evaluates departmental equal opportunity and civil rights programs to ensure ongoing compliance and effectiveness.

    Requirements

    Requirements to Qualify:

    OPTION I: Four (4) years of experience in an advisory capacity* independently: conducting administrative investigations or mediations, or implementing Equal Employment Opportunity Programs aligned with federal regulations. One year of the required experience can be substituted by a bachelor’s degree or higher in Business Administration, Public Administration, Criminal Justice, Human Resources, Liberal Arts, English, or equivalent.**

    OPTION II: A Juris Doctor degree from an accredited college or university - AND- one (1) year of experience in an advisory capacity* independently: conducting administrative investigations or mediations, or implementing Equal Employment Opportunity Programs aligned with federal regulations.

    * Advisory capacity is defined as independently 1) analyzing and interpreting legislation, policy, or data 2) developing plans, reports, or formal recommendations based on findings, and 3) providing technical guidance or consultation to organizational leadership or key stakeholde rs.

    License:

    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    Physical Class:

    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    Once we verify that you meet the requirements, we will invite you to participate in the following assessments.

    Examination Content:

    This examination will consist of 2 parts:

    PART I : Multiple-choice and/or simulation assessments weighted at 80% measuring Professional Potential, Achievement, Coping with Uncertainty, Responsibility, Working to High Quality Standards, Willingness to Learn, Working Relationships, Analyzing Information, Learning Quickly, Generating New Ideas, Using Time Efficiently, Adapting to Change, Reading Comprehension and Deductive Reasoning.

    MULTIPLE-CHOICE AND/OR SIMULATION ASSESSMENT(S) ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

    Applicants must meet the requirements and achieve a passing score of 70% or higher on Part I (multiple choice and/or simulation assessments) in order to proceed to Part II (writing assessment).

    PART II: A Writing Assessment weighted 20% measuring English Structure and Content, Written Expression, and Prioritizing Information.
    Applicants must meet the requirements and receive a passing score of 70% or higher on each weighted part in order to be placed on the eligible list.

    Transfer of Test Components:

    If you recently took identical components for other exams, the test responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams, and your responses could be transferred to that exam.

    Test Preparation:

    We provide study guides and other test preparation resources to help candidates prepare for employment tests. While the guides may help in preparing for the test, we recommend reviewing all related materials that seem necessary.

    Eligibility and Vacancy Information:

    Candidates who passed the assessment are placed on a list in the order of their score group for a period of six (6) months. We will use this list to fill vacancies as they occur.

    If you are a veteran, you may be eligible for veteran’s credit, which is an additional 10% of the total points added to a passing score.
