    Job Description

    The Missouri State National Flood Insurance Program (NFIP) Coordinator (SC) performs moderate to complex (journey-level) managerial work administering the daily operations and activities of the Federal Emergency Management Agency’s (FEMA’s) Community Assistance Program-State Support Services Element (CAP-SSSE) Program and will also serve as the Floodplain Management Section Manager. The SC supervises the work of staff to meet the objectives of the NFIP and CAP-SSSE for the state on behalf of FEMA. Work involves marketing and implementing the NFIP and the Community Rating System (CRS) program, providing technical assistance to communities participating/seeking participation in the NFIP. The SC oversees submission of the state grant application to FEMA for the CAP-SSSE program, maintains information required to perform federal grant program responsibilities, and assists in the coordination of program requirements between state, federal, and local communities.

    Work involves establishing goals and objectives. Developing guidelines, procedures, policies, rules, and regulations.

    The SC develops schedules, priorities, and standards for achieving established goals, coordinates and evaluates the CAP-SSSE program, develops and evaluates budget requests and monitors budget expenditures. The SC plans, assigns, and supervises the work of others, works under general supervision, with latitude for the use of initiative and independent judgment. The SC reports to SEMA’s Recovery Division Manager.

    • Provides effective leadership and management of Community Assistance Program (CAP).
    • Manages all project activities within CAP, providing technical direction and guidance.
    • Monitors and reports CAP work activities.
    • Oversees outreach for the National Flood Insurance Program (NFIP) including the Federal Emergency Management Agency (FEMA) Community Assistance Program-State Support Services Element (CAP-SSSE).
    • Oversees and prepares the annual FEMA CAP-SSSE grant application for submission (Activity Planning and Pricing Tool - APPTool
    • Oversees and conducts community assistance visits and community assistance contacts to support the NFIP
    • Oversees and conducts training/workshops on the NFIP and floodplain management.
    • Manages contracts related to state and federal flood programs. Including the submission of grant applications, quarterly reporting, performance or financial reports, and deliverables.
    • Evaluates floodplain management programs within Missouri to determine compliance with federal regulations. Maintains and encourages partnerships with federal, state, and local entities participating/seeking participation in the NFIP and the Community Rating System.
    • Serves as a liaison for SEMA at meetings with federal, state, and local entities or the public throughout Missouri to support floodplain management, the NFIP, or related topics.
    • Provides specialized assistance to communities undergoing disaster response or recovery, as needed including outreach, public meetings, training, and assistance at FEMA’s Joint Field Office.
    • Authorizes Community Assistance Program hiring, separations, disciplinary actions, and employee performance rewards.
    • Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals.
    • Evaluates CAP performance and recommends and leads improvements and supports CAP administrative requirements related to organization, budget, and personnel.
    • Ensures the provision of quality customer service from the CAP to both internal and external stakeholders.
    • Manages the performance of direct reports, to include, timely completion of performance appraisals, and follow-through on disciplinary actions as needed as well as maintains confidential and sensitive information.
    • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
    • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
    • May be required to operate a state or personal vehicle for business purposes.
    • Performs other duties as assigned.


    Knowledge, Skills, and Abilities

    • Knowledge of local, state, and federal laws and regulations relevant to Community Assistance Program (CAP); and of the principles and practices of public administration and management.
    • Knowledge of local, state, and federal laws and regulations relevant to the NFIP and floodplain management and the principles and practices of public administration and management.
    • Knowledge of hydrologic/hydraulic principles and procedures as applied to floodplain management.
    • Knowledge of Flood Insurance Rate Maps and Flood Hazard Boundary Maps.
    • Skills in using Microsoft Office programs such as Word, Excel, and Access.
    • Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
    • Skills in project management and grant/contract administration, including developing scopes-of-work and progress reports.
    • Skills in communicating with elected, local, state, federal officials, stakeholders, and the media.
    • Skills in mediation and facilitation to assist customers and stakeholder groups throughout the state.
    • Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.
    • Ability to make mature, objective decisions and identify areas of potential problems.
    • Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
    • Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.
    • Ability to complete assigned work, on time, neatly and in order with infrequent errors and improve work habits and/or output.
    • Ability to interpret policies, procedures, and regulations.
    • Ability to provide prompt, courteous and accurate assistance, and clear and concise communication to agency staff, as well as to employees of other political entities and the public both verbally and in writing.
    • Ability to work with others in a team environment and cooperate with supervisors, co-workers, and others.
    • Ability to manage multiple tasks and schedule work to maintain regular progress on assignments and meet deadlines.
    • Ability to stand/sit/move with no physical limitations or aids to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
    • Ability and willingness to travel primarily within the State of Missouri which may include workdays that exceed 8 hours, including early mornings, nights, and weekends.
    • Ability to operate a vehicle (state or personal) for state business and maintain a driver’s license and driving record that complies with state and agency requirements.
    • Ability to train others and to assign and/or supervise the work of others.
    • Ability to interpret policies, procedures, and regulations, such as the Code of Federal Regulations, Missouri Executive Order 98-02 and the Revised Statues of Missouri, the codification of Missouri laws.


    Minimum Qualifications

    • Graduation from an accredited four-year college or university with major coursework in Hydrology, Water Resources, Natural/Physical/Environmental Science, Engineering, Planning, Business Administration, or a related field.
    • Two years of experience leading projects or programs related to floodplain management, floodplain mapping, flood mitigation or surface water resources.
    • Experience with the National Flood Insurance Program (NFIP).
    • Prior or current certification as a Certified Floodplain Manager (CFM).
    • Applicants with prior certification will need to pursue recertification immediately upon employment.
    • Relevant experience or education may be substituted for each other on a year-for-year basis.


    Preferred qualifications

    • Experience interacting with elected and government officials, stakeholders, and the media.
    • Experience with interpreting policies, procedures, and regulations, such as the Code of Federal Regulations, the Missouri Revised Statutes, and applying them in cooperation with communities and stakeholders.
    • Experience providing training/workshops on the National Flood Insurance Program (NFIP) and floodplain management, or similar fields.
