    SENIOR BUILDING INSPECTOR

    (Development Services/Building & Safety)

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    OPEN TO THE PUBLIC
    This recruitment will establish an open eligible list and will be used to fill immediate and future Senior Building Inspector vacancies within OC Public Works and/or other County of Orange agencies. This recruitment may also be used to fill positions in similar and/or lower classifications.

    OC PUBLIC WORKS
    OC Public Works (OCPW) provides services on a regional basis to unincorporated areas, to cities, and to other County agencies and departments. The primary mission of the department is to protect and enrich the community through the sustainable delivery of projects and services. OC Public Works’ guiding principles are safety, integrity, quality, teamwork, and adaptability.

    OCPW is a unique County department comprised of ten (10) service areas: Administrative Services, Agricultural Commissioner/Sealer of Weights & Measures; OC Construction; OC Development Services; OC Environmental Resources; OC Fleet Services; OC Facilities Design & Construction; OC Facilities Maintenance; OC Infrastructure Programs; OC Operations & Maintenance.

    OC Development Services
    This service area within OC Public Works oversees the planning and development entitlement requirements for private and public projects within the County's unincorporated areas. This includes permit processing, inspection services, and management of zoning, building, and code regulations to ensure safe and responsible property development and community standards.

    THE OPPORTUNITY
    OCPW is seeking an experienced Senior Building Inspector in the OC Development Services service area to support the Building and Safety Division and perform inspections of new, remodeled residential and commercial structures during construction and upon completion. Senior Building Inspector is the journey-level classification within the Building Inspector job series, and performs a full range of duties requiring greater technical knowledge with little supervision or guidance.

    In addition, the Senior Building Inspector will ensure compliance with the various building, electrical, mechanical, and plumbing codes; assume the duties of Supervising Building Inspector when absent, and perform other work as assigned.

    MINIMUM QUALIFICATIONS AND CORE COMPETENCIES
    The successful candidate will possess one (1) or more years of experience as a Building Inspector with the County of Orange OR
    Four (4) or more years of increasingly responsible experience working in building inspections within the public sector, including duties related to disabled access. Possession of CASp Certification is highly desirable but not required.

    Completion of two years in an accredited college with specialization in engineering, architecture, construction management, or inspection technology can be used toward two years of experience.

    REQUIRED LICENSE & CERTIFICATIONS
    • Possession of a valid California Class C Driver's License is required
    AND
    • Possession of a valid certification from the International Code Council (ICC) as a Building Inspector or equivalent inspector certification
    AND
    • Possession of a valid ICC certification or equivalent certification in one of the following areas: Electrical Inspector, Plumbing Inspector, or Mechanical Inspector.

    In addition to the minimum qualifications, the ideal candidate will possess the following core competencies:

    Technical Knowledge
    • Knowledge of California Building Codes and CAL OSHA safety requirements
    • Knowledge of the methods, materials, and equipment used for inspection in vertical construction
    • Knowledge of National Pollutant Discharge Elimination System (NPDES) permit requirements
    • Ability to review and address improvement projects for NPDES compliance
    • Possession of at least one valid International Code Council (ICC) certification as a building inspector
    Oral & Written Communication
    • Communicate effectively, tactfully, and maintain effective working relationships with departmental staff, management, engineers, architects, construction and building trades, other agencies, utility companies, contractors, and the general public
    Problem-Solving Skills
    • Approach problems and decisions methodically with an appropriate level of concern for the County and Management perspective
    • Analyze, research, organize, accurately interpret, and apply relevant data to issues or problem projects
    • Identify issues accurately, along with impacts and solutions
    RECRUITMENT PROCESS

    Structured Oral Interview (Weighted 100%): Candidates will be interviewed and rated by a qualification appraisal panel of job knowledge experts. Only the most successful candidates will be placed on the eligible list.

    Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
