    OUT-OF-CLASS:

    For LA County Employees Only: If you performed work that differs from the duties described in your class specification and you believe qualifies you for this opportunity, we will need to receive proof that you were officially recognized for doing that work by your department. This proof should be in the form of Verification of Experience Letter, signed by your Departmental Human Resources Manager/Division Head/etc. This must be provided by seven (7) calendar days from the date of application submission. That letter will be reviewed, verified, and approved if appropriate. If we don't receive that proof from you, then we cannot consider this type of experience.

    WHAT DOES A HEAD, ELECTION AND DOCUMENT PROCESSING SERVICES DO?
    A Head, Election and Document Processing Services reports to a Division Manager or Assistant Division Manager and is distinguished by their responsibility for supervising, through subordinate supervisors, a specialized section engaged in performing election services or recording, maintaining, processing or microfilming documents filed with the Registrar-Recorder/County Clerk. Incumbents must have an extensive knowledge of the laws, policies, procedures, and operations related to elections and the processing of documents in order to issue instructions or interpret such laws and policies in unusual or complex situations. They should also demonstrate strong interpersonal skills, including the ability to communicate with tact and professionalism when working with the public, as well as a solid understanding of supervisory principles.

    Essential Job Functions

    Essential duties include, but are not limited to:
    Plans, directs, assigns, and evaluates through subordinate supervisors, the work of a section responsible for election or recording services.

    Gives advice or instruction to individual employees on both work and administrative matters; resolves technical work problems not covered by precedents or established policies.

    Studies issues in quality and quantity of work and operating effectiveness and takes or recommends necessary corrective action; recommends individual procedures and practices and supervises the implementation of approved changes.

    Writes workflow/office procedures and policies; creates and generates various reports related to office functions and work productivity.

    Resolves personnel and public relations problems referred by line supervisors. Interprets and explains to subordinates the application of directives and legislative changes.

    Directs the preparation of reports, business correspondence and budget requests and justifications.

    Interviews and hires personnel and coordinates with the Personnel Office the cutbacks and increases caused by a varying workload which may include a large number of recurrent employees. Monitors staffing levels and identifies individual skills.

    Participates in the planning and execution of training programs for employees; coordinates a continuing educational program for all general and specialized jobs within the division.

    Implements minor disciplinary measures and recommends higher level disciplinary action in accordance with County policies.

    Requirements

    REQUIREMENTS TO QUALIFY:
    Five (5) years of full-time office clerical experience*, three (3) years of which must have been in a highly specialized ** or supervisory clerical**** capacity, responsible for election services***** or in the examination or processing of a variety of vital records or legal documents for recordation or filing******.

    License:
    A valid California Class “C” Driver License or the ability to use an alternative method of transportation when needed to carry out job-related functions.

    Physical Class:
    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    Veteran’s Credit:
    If you are a veteran, you may be eligible for veteran’s credit, which is an additional 10% of the total points added to a passing score. We will need a copy of your form DD214 to review, so please include that with your application or email it to the exam analyst at RRCCExams@rrcc.lacounty.gov as soon as possible so, if you are eligible for veteran’s credit, we can include it before the list is available.

    SPECIAL REQUIREMENT INFORMATION:*Experience is evaluated on the basis of a verifiable 40-hour per week. Work performed part-time will not be prorated or accepted for this examination.

    **Highly Specialized Clerical is defined as, clerical experience at the senior level*** with extensive knowledge of program related areas, processes and procedures, and experience in a specific subject matter. Los Angeles County classifications with highly specialized clerical capacity include, but are not limited to: Senior Clerk, Senior Typist Clerk, etc.

    ***Clerical experience at the Senior level is defined as performing more complex and specialized clerical duties than those assigned to a journey-level class, requiring a thorough knowledge of departmental or program operations, polices, and procedures.

    ****Supervisory Clerical is defined as having technical and administrative responsibility for the supervision of at least three (3) subordinate clerical staff. The responsibilities delegated to a supervisory position are to direct employees and ensure the satisfactory performance of work objectives. Los Angeles County classifications with supervisory clerical capacity include, but are not limited to: Supervising Clerk, Supervising Typist Clerk, etc.

    *****Election services is defined as preparing, processing and/or coordinating services or activities relating to elections requiring the knowledge, interpretation, and application of federal, state, and local law and regulations.

    ******Examination or processing of vital or legal documents for recordation and/or filing is defined as examining legal documents pertaining to real or personal property (e.g., deeds, deeds of trust, leases, homesteads and conveyances) or vital records (e.g., birth and death certificates, marriage licenses, or other pertinent documents) by reviewing their contents and referring to manuals and legal statutes, in order to resolve their acceptability for recording in the public records.

    EXAMINATION CONTENT:

    TRAINING AND EXPERIENCE (T&E) EVALUATION: This examination will consist of an evaluation of experience and responses to the supplemental questionnaire and assign a score based on a standardized scoring system. This assessment is worth 100% of your score.

    Additional points will be awarded for each additional year of highly specialized** or supervisory clerical*** experience demonstrated in the Supplemental Questionnaire.

    Applicants must receive a passing score of 70% or higher on the assessment to be added to the list.

    Eligibility and Vacancy Information:

    Applicants who passed the assessment are placed on a list in the order of their score group for a period of six (6) months. Applications will be processed as they are received and added to the list accordingly. We will use this list to fill vacancies in the RR/CC as they occur. Appointees may be required to work any shift, including evenings, weekends, and holidays.
