    About the Information Service and Technology (IST) Department : Marin County IST connects the people of Marin with their government by providing innovative products and services tailored to the needs of our departments and communities accessible anytime, anywhere.     ABOUT THE POSITION

    The Department of Information Services and Technology is recruiting for one (1) full-time vacancy for a Senior Systems Engineer - GIS & Data Analytics. This position plays a key role in advancing the County’s Geographic Information System (GIS) and data analytics platforms, ensuring both spatial and non-spatial data are leveraged for informed decision-making. The Senior Systems Engineer will design, implement, and maintain enterprise GIS systems and develop Power BI dashboards, reports, and analytical models that enhance data accessibility and insight across County departments.

    Working under minimum supervision of the Team Lead, the Senior Systems Engineer will perform the following:
    • Identify, collect, and analyze user requirements for GIS applications and analytical dashboards
    • Develop and customize scripts to automate workflow
    • Design, develop, analyze, support, and deploy new Enterprise GIS applications, and administer and maintain existing GIS applications
    • Manage and maintain ArcGIS Enterprise infrastructure
    • Provide emergency GIS support and perform scheduled maintenance to GIS Servers and related systems, including nights or weekends during critical events such as wildfires
    • Perform spatial analysis and create specialized informational products from GIS and related software
    • Design and develop Power BI dashboards, reports, and create visual or graphic representations of complex information across County departments
    • Integrate GIS data with enterprise datasets for analytics, reporting, and predictive modeling
    • Apply data analysis, visualization, and predictive analytics techniques to identify patterns, trends, and actionable insights
    • Build and maintain data pipelines and system connections to ensure reliable and automated reporting
    • Collaborate with County departments to define business intelligence needs and translate them into effective analytical solutions
    • Provide support to the County departments and MarinMap

    As part of the dynamic Innovative Digital Solutions division, this individual will work with other IST personnel, as well as Subject Matter Experts from other County departments and jurisdictions connected to MarinMap, to collect requirements and design and develop GIS and analytics solutions.

    ABOUT YOU

    The ideal candidate has strong technical knowledge and the experience necessary to implement and support GIS and data analytics solutions and products, including:
    • ArcGIS 10.8 or higher, including ArcGIS Enterprise and desktop extensions
    • Python scripting
    • ArcGIS Experience Builder
    • Understanding of Web Application Architecture
    • REST API knowledge
    • MVC Web Application development
    • Digital accessibility in GIS and digital solutions
    • Power BI development, including data modeling, DAX, and Power Query
    • Design and maintenance of interactive dashboards and analytical reports
    • Integration of data from multiple sources (including GIS, SQL databases, and APIs)
    • Application of data analysis, visualization, and predictive analytics techniques

    QUALIFICATIONS

    Knowledge of:
    • Application analysis, design, programming, testing, and debugging.
    • Computer hardware platforms, operating systems, and middleware systems.
    • Database design and data access.
    • Records management and documentation principles and standards.

    • Evaluate and select hardware and software and work effectively with vendors to integrate solutions.
    • Analyze and resolve complex problems, including applications, and hardware and software integrations.
    • Work effectively with clients, peers, and support teams to define business requirements, provide support for software, hardware, and applications, and ensure that tasks are completed accurately and in a timely manner.
    • Design systems that meet defined requirements, and document system designs for development, implementation, testing and client use.
    • Research potential solutions and make recommendations for implementation; and apply technology to provide business solutions.
    • Develop solutions and recommend technology to provide target business outcomes.


    The Minimum Qualifications for this position are:
    Any six-year combination of professional experience, certification, and/or relevant coursework that demonstrates the necessary knowledge and abilities. Examples include:
    • Twelve (12) semester units of coursework from an accredited program and in a discipline relevant to the assignment is equivalent to a full year of related professional experience.
    • A completed certification program relevant to the assignment and knowledge and abilities necessary of the role.
    • A training program with evidence of completion providing the knowledge and abilities necessary of the role.
    • An internship and/or apprenticeship providing the required knowledge and abilities of the role.
    • Relevant professional experience demonstrating knowledge and abilities necessary of the role.
