    Description

    THE POSITION
    This is a Department Only Promotional Opportunity for employees in permanent, allocated positions within the City of Vallejo's Water Department .

    DEFINITION
    To supervise, assign, review and participate in the work of staff responsible for the pumping, storage, transmission, purification, and distribution of City water; and to perform a variety of technical tasks relative to the assigned area of responsibility.

    SUPERVISION RECEIVED AND EXERCISED
    • Receives direction from the Water Operations Manager for Treatment, Distribution, and Facilities
    • Exercises direct supervision over operations staff


    EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

    • Plan, prioritize, assign, supervise and review the work of staff responsible for the pumping, storage, transmission, and purification of City water; oversee the operation of City water treatment plants, pump stations and pipe lines.
    • Establishes standard operating procedures to provide water of high quality at adequate quantity and pressure.
    • Participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
    • Prepare various reports, analyzes reports, makes recommendations on the efficiency and cost effectiveness of operations and maintenance programs for water treatment, distributions, or water quality.
    • Participate in the preparation and administration of the assigned budget; submit budget recommendations, monitor expenditures.
    • Directs water operations to provide water supply to customers in accordance with City standards, direct operation to provide treated water to customers in accordance with City standards, direct operations to provide treated water to customers in accordance with City drinking water regulations.
    • Recommend and assist in the implementation of goals and objectives; establish schedules and methods for providing Supply and Distribution Section services; implement policies and procedures.
    • Participate in the preparation and administration of the assigned budget; submit budget recommendations; monitor expenditures.
    • Performs administrative duties including technical and administrative report preparation establishing work standards and conducting performance appraisals for selection. Prepare specification for material and equipment purchase; requisition supplies materials.
    • Develops and implements through subordinate staff and other city resources a training program for selection of personnel.
    • Supervise the maintenance of time, material and equipment use records.
    • Ensure the adherence to safe work practices by personnel; analyzes chlorine residuals, bacteriological, quality and pressure/flow problems, conduct training sessions with employees regarding safety, equipment operation procedures and related topics.
    • Respond to and resolve difficult and sensitive citizen inquiries and complaints regarding water quality.
    • Perform related duties and responsibilities as required.


    KNOWLEDGE, SKILLS AND ABILITIES / MINIMUM QUALIFICATIONS

    KNOWLEDGE OF :
    • Operations, services and activities of a water treatment system.
    • Principles of supervision, training and performance evaluation.
    • Pertinent Federal, State, and local laws, codes and regulations regarding water quality.
    • Occupational hazards and standard safety precautions necessary in the work.
    • Principles and procedures of record keeping and reporting.
    • Basic principles of municipal budget preparation and control.
    • Materials, methods, practices and equipment used in maintenance of electrical and electronic equipment, pumps, valves, internal combustion engines, instrumentation, and other mechanical and electrical systems on municipal treatment facilities.
    • Principles and practices of mechanics, electronics and instrumentation.
    • Functions and purposes of water treatment systems.
    • Experience and Training Guidelines

    ABILITY TO:
    • Supervise, organize, and review the work of maintenance personnel.
    • Select, supervise, train and evaluate staff.
    • Interpret and explain City and departmental policies and procedures.
    • Maintain accurate records and prepare clear and concise reports.
    • Develop maintenance schedules.
    • Operate and maintain water treatment system machinery and equipment.
    • Perform responsible and difficult work involving the use of independent judgment and personal initiative.
    • Read and understand engineering plans and specifications, blue prints and ladder diagrams.
    • Make routine repairs and adjustments to telemetry equipment, motors, pumps and other equipment.
    • Read meters and gauges correctly and to act quickly and competently.
    • Ensure facility compliance with Federal, State and local rules, laws and regulations.
    • Communicate clearly and concisely, both orally and in writing.
    • Establish and maintain effective working relationships with those contacted in the course of work including City officials and the general public.

    EXPERIENCE AND EDUCATION - Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

    Experience :
    Four years of journey level experience in the operation of water treatment systems, including some lead supervisory responsibility.

    Training :
    A High School Diploma or G.E.D. Satisfactory completion, supplemented by specialized training in industrial electronics and mechanics or a related field.

    License or Certificate:
    Possession of, or ability to obtain, an appropriate, valid driver's license.

    Possession of a Grade IV Water Treatment Plant Operator certificate issued by the State of California upon appointment.

    Possession of a Grade V Water Treatment Plant Operator certificate issued by the State of California within two years of original appointment. Other Requirements :

    Must be able to pass a stringent federal background check to access the Travis Air Force Base Water facility. Base access must be maintained through length of employment in this classification.

    The Recruitment & Selection Process

    2. Applications will be screened for overall qualifications on December 5, 2025. Applicants who meet the minimum qualifications will be invited to participate in oral panel interviews.
    3. Oral Panel Interviews are tentatively scheduled to take place the week of December 8 2025. Oral Panel Interviews are weighted at 100% of the candidates’ score. Candidates must achieve a minimum passing score of 70%. Those achieving 70% or higher will be placed on the Register of Eligibles (eligible list) and may be considered to fill positions for up to one year.

    The City reserves the right to limit the number of candidates to those determined to be best qualified based upon all requested application materials, including training and experience, current resume, and responses to supplemental questions.

    4. Candidates placed on the Register of Eligibles (eligible list) will be referred to the department for final interviews based on their performance in the exam. The number of candidates referred for a hiring interview is at the discretion of the hiring department.
