    We are seeking to hire two Construction Coordinators to join our engineering and capital projects team.

    The ideal candidates are detail-oriented professionals with extensive experience in public works construction, project management, and contract administration. They will also be proficient in the following areas:
    • Construction Management Expertise: Comprehensive knowledge of the procedures, practices, methods, materials, and equipment required for diverse construction projects, including utilities, paving, road widening, facilities, and structural work.
    • Contract & Compliance Oversight: Skilled in reviewing blueprints, specifications, tracking RFIs and change orders, and ensuring rigorous compliance with all Federal, State, and local regulations, including storm water, hazardous materials, and relevant fire codes.
    • Problem-Solving & Mediation: Adept problem-solvers capable of responding to and resolving complex complaints from contractors, developers, and citizens. Capable of effectively mediating standard differences between inspectors and contractors to keep projects moving forward smoothly.
    • Project Coordination & Communication: Excellent coordination skills to manage and monitor the work of outside contractors, utility companies, and internal City departments. Strong oral and written communication skills to prepare technical reports, budget estimates, and conduct public meetings to explain project scope and timelines.
    • Financial Acumen: Experience in assisting with budget preparation, preparing cost estimates, monitoring expenditures, and negotiating capital project change orders.
    • Technical Knowledge: Strong foundational knowledge of basic civil, hydraulic, mechanical, and electrical engineering principles as they relate to construction and project management.

    POSITION OVERVIEW:


    Under general supervision of the Senior Project Manager, the Construction Coordinator assists in planning and overseeing capital improvement projects for enforcement and compliance with City contract specifications. Assists in providing oversight and guidance to Construction Inspectors and assigned technical staff. Performs comprehensive construction management duties including contract administration of improvement projects and providing oversight and guidance to field personnel. Coordinates the management of construction projects, including capital improvement projects; coordinates assigned activities with various divisions, outside agencies and the general public. Coordinates, schedules, assigns, monitors, and inspects work of contractors in the performance of various construction projects. Perform related duties as required.

    SUPERVISION RECEIVED AND EXERCISED

    Receives general supervision from the Senior Project Manager. No regular supervision of staff is exercised, but this position provides oversight and guidance to staff as it relates to assigned projects.

    CLASS CHARACTERISTICS

    This position is a single position class. Receiving general direction from the Senior Project Manager, the incumbent performs a variety of technical and management work of considerable difficulty, oversees and provides guidance to lower level professional and/or technical staff involved in the investigation, quality control, quality assurance, and/or inspection of construction projects. The incumbent oversees the construction of major capital projects. This position oversees and provides guidance to contractors and other professionals necessary to design and construct projects.

    Examples of Essential Functions

    Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
    • Coordinates pre-construction, construction progress, and final closeout meetings.
    • Provides support to technical staff and contractors related to code and ordinance enforcement and construction projects.
    • Provides narrative and written technical reports related to preliminary construction site inspections, quality control, and the review and authorization of franchise utility permits.
    • Responds to and resolves contractor, developer and citizen complaints, concerns and questions related to capital improvement construction projects.
    • Mediates construction standard differences between Inspectors, Contractors and Developers as needed.
    • Maintains, develops and protects assigned City resources and facilities.
    • Coordinates, schedules, assigns, monitors work of contractors in the performance of various construction projects to include, but not limited to, facilities, utilities, parking lots, paving, road widenings, sidewalks and curbing work.
    • Reviews blueprints, plans, specifications, and contracts.
    • Estimates costs and identifies problem areas.
    • Review, prepare and recommend approval of progress payments to contractors.
    • Monitors ongoing and completed construction work to ensure compliance with approved plans and specifications, City ordinances and department regulations.
    • Communicates with residents and business owners to provide advance notice of scheduled construction work, and responds to questions and concerns.
    • Manage and supervise contract work involved with the construction and renovation of City buildings, facilities and parks.
    • Manage and administer capital project contracts; ensure projects are completed on schedule and within budget, while avoiding construction claims.
    • Manage and prioritize workload to ensure completion within established time schedule.
    • Oversee and track all request for information (RFIs), change orders, product submittals, and all correspondence related to each project.
    • Attend and coordinate weekly meetings with project team to verify the project schedules and review change orders.
    • Coordinate work with contractors, utility companies and City departments.
    • Participate in the preparation of the Capital Improvement Project budget.
    • Prepare cost estimates for budget recommendations.
    • Monitor and control expenditures.
    • Answer questions and provide information to the public.
    • Investigate complaints and recommend corrective action as necessary to resolve complaints.
    • Assist in preparation of bid specifications and contracts.
    • Negotiate and resolve construction disputes; assist and participate in construction claim defenses.
    • Assist in the selection and negotiation for consultant services.
    • Assist in evaluation and negotiation of capital project change orders and draft change orders.
    • Coordinate with City departments to ensure that all plans and specifications are in compliance with all Federal, State and local regulations and guidelines.
    • Coordinate with outside utility companies to ensure all plans and specifications are in compliance with their requirements.
    • Determines methods and procedures and provides appropriate recommendations for completion of more difficult phases of the work.
    • Directs the execution of all necessary permits and licenses.
    • Meets with citizen groups, the legislative body, and with the general public to explain projects and programs.
    • Performs other related tasks as required.


    Qualifications / Requirements

    QUALIFICATIONS

    Knowledge of/Skill in/Ability to:

    Education and Experience: Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

    Equivalent to graduation from an accredited four-year college or university with major coursework in construction management, civil engineering, business administration, or related field, and four (4) years of experience in construction or project management with demonstrated experience in project management of public projects.

    Licenses and Certifications:
    • Possession of, or ability to obtain,a valid Class CCalifornia's driver's license.
    • A California General Contractor's License is desirable.
    • Certification by the Project Management Institute is helpful (but not required) to demonstrate possession of the range of knowledge of project management techniques and methods being sought.

    PHYSICAL DEMANDS

    This is a position that requires visiting construction job sites and being able to physically verify work performed. Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to inspect various commercial and residential development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points; to attend meetings and to operate a motor vehicle; vision to read printed materials and a computer screen and to make inspections; color vision to identify materials, structures, wires, and pipes; and hearing and speech to communicate in person and over the telephone or radio. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, climb, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to fifty (50) pounds and heavier weights with the use of proper equipment. Independent travel throughout the assigned area is required.

    • Members of the California Public Employees' Retirement System (PERS). In accordance with the California Public Employees Pension Reform Act of 2013 (PEPRA), the City of Tulare will offer the following retirement benefit (2.0% at 62) to new PERS members beginning January 1, 2013 with three (3) years final compensation. Existing PERS members with no break in service will receive the 2.5% at 55 formula with single highest year.
    • City pays a portion of the employee and dependent coverage costs of group medical, dental and vision insurance. An opt-out plan is also available.
    • Life insurance - $20,000 coverage.
    • 10 working days vacation per year. Additional days based on years of service.
    • 12 days sick leave per year.
    • 15 holidays annually: 12 city observed holidays, plus birthday credit and 2 in-lieu holidays.
    • Flexible benefit program - IRS Section 125 Plan.
    • Deferred compensation plan - 457 Plans available.
