    Develops rates and charges and performs related financial analyses for short and long-term financial forecasts using statistical models with multiple variables. Ensures that rates and charges are competitive to generate revenues to cover expenses and accurate within established margins of error.

    Job Description:

    Purpose:

    Develops rates and charges and performs related financial analyses for short and long-term financial forecasts using statistical models with multiple variables. Ensures that rates and charges are competitive to generate revenues to cover expenses and accurate within established margins of error.

    Duties, Functions and Responsibilities:
    • Performs cost of service studies and calculation models, rate analysis, fee schedules for proposed rates, and revenue forecast models.
    • Develops and implements allocation methodologies and rate design policies.
    • Analyzes results, developing and preparing reports and graphics.
    • Develop and perform customer class rate design scenarios, analysis, and summaries.
    • Assist in developing cost of service and revenue rate of return policies. 6. Prepares and develops five year forecast assumptions and options for management service revenue.
    • Performs financial and rate impact analysis.
    • Prepares annual rates and charges rate models and schedules.
    • Responds to requests for rate and financial information.
    • Maintains rate and financial databases and develops database queries and reports.
    • Makes recommendations on revisions to fees and charges.
    • Prepares debt analysis and cash position statements.
    • Prepares debt and capital program financial analysis and recommendations.


    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of cost of service and rates and charges methodologies.
    • Knowledge of cost of service and rates and charges design structures.
    • Knowledge of revenue forecast techniques.
    • Knowledge of budgeting, financial planning, and accounting.
    • Knowledge of research methods, survey techniques, statistical concepts, and report writing.
    • Knowledge of computer modeling software and database management.
    • Knowledge of business English and correspondence sufficient to compose and prepare letters, reports, etc.
    • Skill in collecting and analyzing complex data on costs, customer class demand characteristics, and rate information.
    • Skill in using personal computers and related software applications.
    • Skill in generating and analyzing financial and statistical reports.
    • Skill in effective oral and written communication.
    • Skill in establishing work priorities to ensure completion of job tasks within a specified time frame.
    • Skill in understanding and following oral and written instructions.
    • Ability to work independently.
    • Ability to record data and information
    • Ability to establish and maintain good working relationships with other city employees and the public.


    MINIMUM QUALIFICATIONS:
    • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Finance, Accounting, or Economics, plus three (3) years' experience in performing cost of service rate analysis, financial analysis and reporting, or other related finance or accounting experience.
    • A Master's Degree may substitute for one (1) year of the required experience


    Licenses and Certifications Required:

    None.

    PREFERRED QUALIFICATIONS:
    • Experience with billing reports, rate verification, investigation of account corrections.
    • Knowledge of Oracle Utilities Customer Care and Billing or experience in another utility billing system.
    • Experience providing customer service and resolving and conflicts in various formats (in person, over the phone, by email, in a call center, field work, etc.).
    • Knowledge and experience with Geographic Information Systems (GIS) and Extract, Transform, and Load (ETL)
    • Knowledge and experience working in an Enterprise Geodatabase (SDE) and using SQL developer.

    DAYS AND HOURS:

    40 hours per week, Monday - Friday with the ability for a 60% telework schedule per week after initial training period. Exceptions may apply subject to the business needs of the department.

    May require working outside of normal business hours, including emergency events, evenings, weekends, and holidays as dictated by business needs.

    SALARY RANGE:

    $68,660.00 to $85,830.00

    POSITION OVERVIEW:

    The Rate Analyst position is in the Business Enterprises Division of Austin Watershed Protection. The following is a list of regular duties:
    • Run Projects that update and maintain billing for Drainage Charge using geospatial software. Manage and resolve customer created work orders along with improve customer service experience with technical systematic improvements. Oversee the city and state code that guides the Drainage Charge billing rules while monitoring revenue changes.
    • Create and maintain Feature Manipulation Engine (FME) workspaces and workflows to ensure accurate billing, identify data errors, and generate revenue reports. These include ongoing data integrity projects, one-off error checks, and data research initiatives. Test and update applications to incorporate changes in rates, standard operating procedures, or software upgrades, ensuring they function as designed and prevent performance bottlenecks.
    • Develop new applications to enhance customer experience. Creating and managing applications that handle geospatial data, designing and developing software for geographic analysis.
    • Create visual representations of spatial data such as maps, reports, and datasets to answer inquiries from both internal and external stakeholders.
    • Manage customer-facing apps that require maintenance, testing and upgrades. These include Customer Care & Billing (CC&B), ArcGIS Online, and Microsoft Power BI.
    • Coordinate with Austin Energy technology teams along with external vendors to confirm and improve billing uniformity and consistency.
    • Analyze Drainage Charge revenue using Oracle Utilities Customer Care and Billing, GIS and FME to generate reports, maps and table to explain income trends and forecasting.
    • Act as a liaison for large Drainage Charge account holders and Austin Energy representatives.

    City Government
