    General

    Under direction of the Manager, Treasury, the Financial Analyst II resolves moderately difficult treasury (banking) and auditing problems; assists with the development and maintenance of treasury (banking) systems; prepares financial statements and reports; and interfaces with departmental representatives for the three Agencies: the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), San Mateo County Express Lanes Joint Powers Authority (ELJPA), and the San Mateo County Transportation Authority (TA).

    Essential Functions & Duties

    Examples of Essential Functions:
    • Monitor daily Treasury activities (alone and in teams) for all four Agencies.
    • Create processes to help all Agencies maintain operational cash flows.
    • Assist in preparation of debt and investment portions of the San Mateo County Transit District, (SamTrans), Peninsula Corridor Joint Powers Board (JPB) and the San Mateo County Transportation Authority (TA) annual operating budgets and financial statements.
    • Maintain databases for providing useful information for management decision making; provides interface between departments and/or outside parties to ensure appropriate and timely action on complex financial system and procedures.
    • Perform financial reporting, treasury transactions, and auditing activities for all four Agencies.
    • Interact with staff at all organization levels, representatives from organizations and groups, and the public to provide or receive necessary information for a range of activities.

    Examples of Essential Duties:
    • Provide financial analysis and support on special projects and other assignments as required, such as integrating automation wherever possible to avoid unnecessary manual entries of activities.
    • Perform professional level functions associated with the management, monitoring, and administration of the Agencies Investment and/or Debt Program.
    • Maintain and coordinate the daily Treasury transactions with accurate, effective, and timely accounting for operation results and production of reliable financial and statistical information.
    • Review regular, periodic account statements and other reports to ensure an appropriate account management and adherence and conformity with Agency Investment policy.
    • Assist with Smart Safe operations.
    • Prepare financial reports for management to review.
    • Assist in preparation for the annual audits and year-end financial reporting.
    • Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures to reduce or eliminate accidents.
    • Perform other duties as assigned.


    Minimum Qualifications

    Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
    • Bachelor's degree in Business Administration, Economics, or closely related field
    • Two (2) years full-time increasingly responsible experience in Accounting, Finance, Banking, or Treasury activities including accurately analyzing and evaluating data and drawing conclusions.

    Preferred Qualifications
    • Experience in the public sector is desirable.
    • Proven experience prioritizing work to affect an orderly flow of accurate information across departments and divisions.
    • Proficient in the use of Microsoft Office Suite of applications including Word, Excel, and Teams.
    • Strong written and verbal communication skills.
    • Possess professional experience in computerized accounting systems (PeopleSoft preferred).

    • Paid Time Off - Newly hired employees accrue 6.5 hours bi-weekly when hired (if Exempt 8.25 hours).As you move up in years of service credit, the rate of the amount of PTO accrued will also increase.
    • Paid Holidays - The District provides seven paid holidays throughout the year - New Years Day, Martin Luther King Jr. Day, Memorial Day, Independence Day (July 4th), Labor Day, Thanksgiving Day and Christmas Day
    • Floating Holidays - District employees can earn up to five (5) floating holidays.

    • Pension Benefits through CalPERS -You must have a minimum of 5 years of service to be eligible for this pension.
    • CalPERS PEPRA vs. Classic - All employees hired on, or after January 1, 2013, are considered PEPRA members and will contribute 8% of their salary up to the maximum IRS cut-off. All Classic members will contribute 6%
    • Deferred Compensation Options - Select to contribute to one or both of our Tax Deferred Compensation Options
    • Reliance Standard Life Insurance with 100% premium paid by the District - 1 times annual salary of employee - max $200,000
