    Job Summary:

    Under the general supervision of the Executive and Associate Director of Institutional Equity & Compliance, the Institutional Equity & Compliance Investigator is responsible for conducting investigations pertaining to protected status discrimination and harassment, sexual misconduct, dating and domestic violence, stalking, and retaliation. The Institutional Equity & Compliance Investigator will conduct investigations pursuant to CSU policies and applicable state and federal laws; prepare comprehensive investigation reports; compose and send appropriate correspondence with parties, advisors, and others regarding investigations and other aspects of the formal and informal resolution processes.

    Responsibilities:
    • Thoroughly investigate claims of protected status discrimination and harassment, sexual misconduct, dating and domestic violence, stalking, and retaliation in a fair, impartial and timely manner.
    • Identify and interview relevant parties and witnesses; gather directly related evidence from various sources.
    • Document all investigatory meetings.
    • Stay current on applicable laws (federal and state) and trends in litigation, as well as CSU and CSUSB executive orders and policies.
    • Document investigation steps in applicable recordkeeping systems.
    • Appear at hearings conducted under the CSU Nondiscrimination Policy to provide information on investigations conducted by the Investigator.
    • Prepare detailed investigation reports, which may include credibility assessment and findings of fact.
    • Prepare periodic investigation updates for the Executive and Associate Director of Institutional Equity & Compliance and other need-to-know campus partners.
    • The incumbent will assist in conducting training on sexual misconduct, sexual harassment, domestic violence, dating violence, stalking and discrimination, harassment and retaliation, as directed.
    • The incumbent will assist in the development and implementation of training programs related to Title IX and DHR compliance.
    • Perform other job-related duties as assigned.

    Minimum Qualifications: Required Education and Experience
    • Combination of education and experience required to perform the duties of the assigned position. A Bachelor’s degree and two to five (2-5) years of professional experience.

    Required Qualifications
    • Excellent writing and research skills, with the ability to produce concise, logical, and grammatically accurate analytical reports on complex and sensitive issues.
    • Ability to read and interpret complex legal documents (e.g., court opinions, laws, federal regulations) and evaluate their impact on University policies and procedures.
    • Working knowledge of federal and state nondiscrimination laws and regulations, including FEHA, ADA, FERPA, Title VII, and Title IX.
    • Ability to maintain effective working relationships with administrators, staff, faculty, students, and community partners.
    • Demonstrated experience in assessing, investigating, and resolving concerns and complaints, including conflict resolution, problem-solving, complaint screening, interviewing, consultation, and conducting investigations.
    • Ability to exercise independent judgment and negotiate complex, highly sensitive situations while maintaining confidentiality, discretion, and neutrality.
    • Demonstrated skill and sensitivity working with individuals from diverse ethnic, social, cultural, economic, and educational backgrounds to identify, investigate, and resolve concerns.
    • Strong commitment to principles of due process, fairness, and respect.

    Preferred Qualifications
    • Three or more years of related experience preferred.
    • J.D. or other related Master’s Degree.
    • Two or more years of experience conducting civil rights investigations in a higher education environment
    • Two or more years of experience conducting Title IX, Title VII, and/or Student Conduct investigations
    • Demonstrated knowledge of Title IX, California employment and antidiscrimination laws
    • Experience managing highly sensitive and confidential information
    • Demonstrated skills in writing detailed, understandable reports that convey complex issues
    • Demonstrated strong interpersonal skills and the ability to collaborate with a diverse set of professionals

    Compensation and Benefits:

    Anticipated Hiring Range: $4,135 - $7,613 per month

    The salary offered will take into account internal equity and experience among other factors.

    The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year.     Position Information:

    Work status: Full-time/Exempt/At-will

    Academic year schedule: Monday through Friday (8:00 am - 5:00 pm), some evenings/weekends.

    Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.

    This is a full-time management (MPP) position. MPP employees serve at the will of the campus President. MPPs do not serve a probationary period and never receive permanent status.

    This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30 days) from the date of hire and on an annual basis. In addition, the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment, subject to the Fair Political Practices Commission regulations.

    First considerations will be given to candidates who apply by Friday November 28, 2025 and will continue until the position is filled; however, the position may close when an adequate number of qualified applications are received.

    As of January 1, 2022, the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.

    Conditions of Employment

    Background Check

    Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.

    Drivers License Check

    Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

    Mandated Reporter

    The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

    Campus Security Authority

    This position is designated as a Campus Security Authority (CSA) position under the federal Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act. CSAs are responsible for reporting allegations of Clery Act Crimes reported to them or that they witness. CSA training is required.
