The eligible list established may also be used to fill similar and/or lower-level classifications throughout the County of Orange.

    OC PARKS
    OC Parks encompasses regional, wilderness, and historical facilities, as well as OC Parks Zoo and coastal areas throughout the County of Orange in California.     THE OPPORTUNITY
    OC Parks has an exciting opportunity for a Strategic Projects Manager (Business Services Administrator) in the OC Parks Business Administration Division. The Strategic Projects Manager plays a critical leadership role in supervising three administrative staff members that provide direct support to OC Parks’ Director and Deputy Directors; preparing high-level presentations, briefings and reports for executive leadership and internal/external stakeholders; leading high-impact special projects and strategic initiatives; and conducting financial and operational analyses to support data-driven decision-making and drive continuous organizational improvement. This position will report directly to the OC Parks Business Administration Division Manager and will be on site at OC Parks Headquarters located at Irvine Ranch Historic Park in the city of Irvine.

    The OC Parks Business Administration Division provides direct support to the OC Parks executive team and leads the financial and administrative functions for OC Parks, including, but not limited to, the strategic financial plan; budget development, monitoring, and analysis; contract management and procurement procedures; personnel resource management and recruitment; Agenda Staff Reports; and Boards, Commissions and Committees; and other special projects. This Division facilitates and liaises with OC Community Resources (OCCR) Administrative Services and other County teams providing services to OC Parks, directly coordinating with OCCR Financial Services, OCCR Procurement, OCCR Auditor-Controller, OCCR Human Resources, OCCR Safety, OCIT, and County Counsel.

    Duties and responsibilities include, but are not limited to:
    • Prepare clear and concise briefings, presentations, reports, etc. for executive audiences, including OC Parks leadership, County Department Heads, CEO’s Office, Board of Supervisors, and internal and external stakeholders.
    • Collaborate with cross-functional teams to research best practices, analyze operational and financial data, identify trends, facilitate stakeholder engagement and communication, and recommend strategies to enhance operational and/or cost efficiency.
    • Develop and present clear reports and presentations that translate complex financial information into actionable insights for OC Parks executive leadership.
    • Manage the development and administration of the 5-year Strategic Financial Plan and annual budget for OC Parks.
    • Coordinate the development, review, and revision of organizational policies and procedures to ensure alignment with strategic goals, regulatory requirements, and best practices.

    DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
    The ideal candidate will have at least one year of high-level professional experience in business services, including project management, process improvement, and/or data analysis, with program or organization-wide impact.

    In addition to the minimum qualifications, the ideal candidate will possess knowledge and experience in the following core competencies:

    Project Management & Analytical Skills
    • Ability to lead or coordinate business services programs across multiple functional areas, including but not limited to, accounting, finance, budget, procurement, project management, process improvement, and data analysis.
    • Experience managing complex projects from initiation to end with minimal oversight, including but not limited to, setting project goals, developing timelines, and adjusting plans to meet evolving priorities.
    • Ability to analyze problems and data, identify and evaluate alternative approaches/solutions, and implement or lead implementation of recommendations in support of Department goals.
    • Ability to work independently and effectively to prioritize multiple competing projects and priorities.

    Leadership
    • Ability to influence without authority by leveraging subject matter expertise, emotional intelligence and strategic communication to gain stakeholder buy-in and drive project outcomes.
    • Ability to navigate organizational structures to build collaborative and cooperative relationships across departments and teams.
    • Ability to lead and coordinate cross-functional teams to ensure alignment and momentum on shared goals and initiatives.
    • Experience providing day-to-day supervision and guidance to staff, coaching and mentoring team members, and fostering a positive and collaborative work environment.

    Budget and Financial Analysis
    • Experience analyzing operational and financial data and information to identify trends, present findings, and recommend strategies to enhance operational and/or cost efficiency.
    • Knowledge and experience in budget development and monitoring.
    • Knowledge and experience compiling, preparing, reviewing, and analyzing financial data and information.
    • Proficient with Adobe Acrobat and Microsoft Office suite, including Outlook, Teams, Excel, Word, Visio, PowerPoint.
    • Knowledge of enterprise resource planning (ERP) systems and/or other enterprise database systems such as County systems like CAPS+, CAPS Data Warehouse and Expediter.

    Communication
    • Ability to effectively communicate ideas and complex material to various levels of staff, including end-users and an executive audience.
    • Ability to demonstrate diplomacy, professionalism, and a customer-focused mindset when handling sensitive situations.
    • Experience preparing presentations, briefings, correspondence, and/or other reports for an executive audience, including but not limited to County Department Heads, County Executive Office (CEO), Board of Supervisors (BOS), and external agencies.
