    Job Summary

    The purpose of this position is to provide administrative support to the Director of Public Works and executive personnel. This is accomplished by assisting the Director of Public Works with administrative support, supervising, directing office operations, coordinating Human Resources functions, managing the department's work order tracking system, overseeing payroll functions, developing department policies and procedures, and preparing correspondence. Other duties include coordinating special events, maintaining filing system, petty cash and cash drawer for the department, and interacting with employees and citizens.

    FLSA Exemptions Status: Non- Exempt
    Hiring Range: $57,616.00 - $73,444.80, depending on qualifications
    Full Salary Range: $ 57,616.00 - $89,273.60


    Examples of Duties

    • Coordinates Human Resource functions for the Public Works Department by maintaining departmental personnel records;
    • Supervises, coordinates, and directs administrative office operations to include the sale of transit bus passes, cemetery plots, grave opening and closings, garbage and recycling roll-out carts, parking permits, etc.
    • Reviews employee performance appraisals;
    • Prepares all personnel action forms;
    • Serves as a liaison between the general public and the Department;
    • Administers the Department's service recognition program;
    • Provides administrative support to the Director of Public Works and Division heads. Reviews correspondence and reports for the Director of Public Works and Division Heads and prepares draft responses as needed. Reviews/prepares City Council agenda items;
    • Manages the Department's work order tracking system;
    • Coordinates travel/training program for Division Heads and employees;
    • Composes and issues director's responses for routine matters;
    • Assists with construction projects;
    • Assembles legal documents;
    • Provides City/Departmental administrative, personnel policies, practices and program interpretations;
    • informs director of day to day activities; and
    • Other duties as assigned.


    Minimum Qualifications

    Education:
    • Associate's degree and three to five years of related experience;

    or
    • Bachelor's degree and at least two years of related experience.
    Knowledge, Skills, and Abilities:

    Knowledge of:
    • standard office and administrative practices and procedures;
    • organization and function of public agencies;
    • recordkeeping, report preparation, filing methods, and records management techniques;
    • correct English usage, including spelling, grammar, punctuation, and vocabulary;
    • standard business arithmetic including percentages and decimals;
    • basic budgeting principles and practices.

    Skilled in:
    • operating assigned office equipment, including computer equipment and Microsoft Office software, and various other software packages.
    Ability to:
    • provide varied, responsible, and often confidential secretarial and office administrative assistance to department and division heads;
    • work in a fast-paced environment, organize work, set priorities, meet critical deadlines, and follow-up on assignments with a minimum of direction;
    • communicate effectively verbally and in writing;
    • type accurately at an above average rate of speed;
    • establish and maintain effective working relationships with supervisor, coworkers, and the public;
    • interpret, explain, and monitor office activity;
    • work independently within City policies, procedures, rules, and regulations;
    • plan, direct, and review the work of assigned staff and instruct staff in work procedures;
    • interpret, apply, and explain complex policies and procedures;
    • use tact, discretion, initiative, and independent judgment within established guidelines and analyze and resolve office administrative situations and problems;
    • compose correspondence independently or from brief instructions;
    • meet the physical and mental demands of the position;
    • work safely without presenting a direct threat to self or others; and
    • assist in supervision of interns.


    Special Requirements

    • Must possess a valid North Carolina driver's license and an acceptable driving record.
    • Certified as a North Carolina Notary Public preferred.
