Under the direction of the Community Services Director, the Community Services Supervisor organizes recreational programs, activities, and events, monitors programs and budgets as part of the Community Services Department, and acts as a liaison to community groups, schools, and other departments for specific programs.
EXAMPLES OF DUTIESThe following list of functions, duties, and tasks is typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform other closely related or department-specific functions, duties, and tasks from those set forth below to address business needs and changing business practices.
- Plans, organizes, and evaluates the work of regular and part-time staff and seasonal employees through the Community Services Coordinators and is assigned to adult and athletics, crafts, aquatics, facility maintenance, and other recreation programs and activities.
- Assists in establishing division goals and objectives and oversees the planning and implementation of programs and goals with Community Services Coordinators; evaluates service delivery using productivity, quality, revenue, and customer satisfaction standards and program recommendations.
- Supervises and participates in the development, implementation, and evaluation of work processes and procedures to achieve annual goals, objectives, and work standards.
- Recruits and recommends the hiring of staff; conducts new employee orientations; coordinates, trains, assigns, reviews, and evaluates work; and implements disciplinary actions as needed.
- Serves as a city liaison to committees, commissions, program participants, community groups, sports user groups, and school officials within and outside the city.
- Responds to inquiries, complaints, and requests for service.
- Coordinates, develops, manages, and monitors the performance of the recreation and community services budgets; processes and approves claim forms, purchase orders, and other financial payment processes.
- Assists with the marketing for the department, including the City Website, Social Media, Program Brochure, and Cable TV; promotes, advertises, and publicizes recreation programs, events, and activities.
- Plans, coordinates, develops, and proofreads quarterly marketing brochures, flyers, press releases, and other marketing and promotional materials involving the media.
- Manages and oversees the staff production in various programs, events, and services, including facility maintenance, CIP project management, grant writing, youth, teen, and adult sports programs, after-school programs, contract classes, and aquatics programs.
- Analyzes and develops special and ongoing programs and projects and determines priorities and scheduling; estimates personnel, resources, and time required for program and project completion and implementation.
- Prepares and reviews staff reports, program summaries, activity records, and financial records in order to advise interested parties regarding major developments.
- Monitors and keeps informed of current trends in the recreation field, including program development trends, best practices, and potential operational improvements.

- Performs other related duties as assigned to ensure the efficient and effective functioning of the work unit and the City.
TYPICAL QUALIFICATIONS Education/Training/Experience: Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities is qualifying.
A bachelor’s degree in recreation and leisure studies, public administration, business administration, or a related field and three years of professional recreation experience, including the supervision of full-time and part-time professional and support staff.
LICENSE(S) REQUIRED:- Valid, current driver’s license.

DISASTER SERVICE WORKER: Under California law (California Government Code Section 3100-3109), all City of Placentia employees are designated as Disaster Service Workers, (DSW). In the event of a catastrophic event, City of Placentia employees may be expected to fulfill emergency action assignments. MID-MANAGEMENT (Unrepresented) BENEFITSSchedule - The City operates on a "4/10" work schedule.
Retirement - The City of Placentia participates in the California Public Employees’ Retirement System (CalPERS) and does not participate in Social Security. - 2% @ 60 defined retirement plan (Classic Members) - Applies to employees who, prior to January 1, 2013, were active members of CalPERS or another public employee retirement system through which reciprocity may be established. Employee membership contribution is 7%.
- 2% @ 62 defined retirement plan (New Members/PEPRA) - Applies to new employees hired on or after January 1, 2013, who are not members of CalPERS or are not members of another public employee retirement system with which reciprocity may be established. Employee membership contribution is 6.75%.
Health Insurance - The City provides up to $1,877 per month to purchase health insurance for employees and dependents through the CalPERS Health Benefits program. Alternatively, there is a $400 medical opt out payment for employees who are insured outside the City’s insurance coverage.
Telecommunications Allowance - City pays $75/per month.
Dental & Vision Insurance - Fully paid plan for dental and vision insurance.
Life Insurance - Fully paid life insurance policy equal to annual salary. Additional life insurance may be purchased with the employee paying for the premium.
Disability Insurance - Fully paid short-term and long-term disability insurance policies.
Bilingual Pay - An additional pay of $175 per month.
Flexible Spending Account - Employees may contribute to a Section 125 Flexible Spending Account on a voluntary basis.
Educational Incentive Pay - 2% for Associates, 4% for Bachelors, and 6% for Master's Degree.
Deferred Compensation 457 (b) Plan - Employees may contribute to a deferred compensation plan on a voluntary basis.
Paid Time Off (Vacation) - 80 hours per year; increases to 120 hours after 3 years of service.
Alternative Health & Wellness (Sick Leave) - 96 hours per year; this program includes an incentive of up to $1,250 per fiscal year.
Management Leave - Up to 80 hours per calendar year, dependent upon assignment and director discretion. Allotment prorated for new employees.
Holidays - 13 paid holidays per year. In addition, subject to City Council approval, City Hall and most City Services observe a Holiday Closure annually for two weeks at the end of December/beginning of January, including Christmas Eve, Christmas Day, New Year's Eve, and New Year's Day (paid time off varies per year, assignment and Bargaining Unit; City will provide additional holiday hours during this closure period.
