    ABOUT THE POSITION

    The Clark County Public Works Department is seeking qualified candidates to apply for the Principal Civil Engineer position in the Traffic Management or Design Engineer Divisions. This position plans, supervises, reviews and evaluates the work of professional and technical support staff, normally through subordinate lead staff. Additionally, this role performs professional level engineering planning, design and construction oversight on difficult, complex and/or sensitive public works projects, construction, remodeling and major repair projects of County and local agency buildings and public facilities, including a major commercial airport.

    THIS IS A COUNTYWIDE RECRUITMENT OPPORTUNITY AND IS OPEN ONLY TO FULL-TIME PERMANENT EMPLOYEES OF CLARK COUNTY WHO HAVE SUCCESSFULLY COMPLETED THEIR PROBATIONARY PERIOD.

    This examination will establish a Countywide Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

    MINIMUM REQUIREMENTS

    Education and Experience: Bachelor's Degree in Civil Engineering or specific engineering field required for the position, AND five (5) years of full-time professional level civil design and project management experience. Prior lead or supervisory experience may be required. Equivalent combination of formal education and appropriate related experience may be considered.

    Working Conditions: Work with exposure to potential hazards at various construction sites. May be subject to emergency or off-shift call out, depending upon the department to which assigned.

    Licensing and Certification: Must possess a valid Nevada Class C driver's license at time of appointment. Must possess registration as a professional engineer in the State of Nevada. If registered in another state, must obtain Nevada registration within one (1) year of the date of hire.

    Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.

    Citizenship: Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.

    Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

    EXAMPLES OF DUTIES

    • Plans, organizes, assigns, supervises, reviews and evaluates the work of professional engineering and technical support staff, normally through a subordinate lead level position.
    • Recommends selection of staff; trains staff and provides for their professional development; administers discipline as required.
    • Provides input into the unit's budget; assists in planning goals, objectives, procedures and work standards for the unit.
    • Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.
    • Conducts feasibility and cost studies; develops engineering solutions to problems related to such areas as bridges, storm or sanitary sewers, roadways, water systems, flood control systems, and County office or plant facility design and retrofitting; recommends alternative approaches, including the use of contract services and the incorporation of new methods and materials.
    • Prepares project designs, cost estimates, specifications and project schedules.
    • Investigates incidents and provides defense assistance in litigation.
    • Prepares requests for proposal and contract specifications for design and construction services; participates in the selection of contractors and administers professional service contracts.
    • Maintains liaison with other County departments, various utility, governmental agency and County departmental staff; ensures that building codes are met in assigned projects.
    • Administers programs or contracts with and confers with architects and construction contractors; schedules projects; provides technical oversight, reviews plans by private developers, inspects work in progress and ensures that all work complies with contract specifications and applicable codes and standards.
    • Reviews and authorizes requests for payment and change orders; tracks and documents project costs.
    • Directs the maintenance of accurate records and files and prepares a variety of periodic and special reports and correspondence.
    • Monitors developments in equipment, materials and techniques in the civil engineering design and construction field; gathers information, develops alternatives and makes recommendations.
    • Drives a personal or County motor vehicle to attend meetings and visit various County work sites.


    PHYSICAL DEMANDS

    Mobility to work in a typical office setting, use standard office equipment and to drive a motor vehicle in order to visit work sites; strength and stamina to inspect various construction projects and facilities; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, over the telephone or by radio.
